Job description

Job Description The Grants Coordinator for the City of Laredo's Economic Development Department is responsible for identifying, developing, and managing grant funding opportunities to advance the City's strategic priorities in economic development, workforce advancement, infrastructure, and community revitalization. This position coordinates all aspects of grant development, including research, proposal preparation, compliance monitoring, and postaward reporting. The role works closely with internal departments, external agencies, community partners, and funding entities to secure resources that support sustainable economic growth and community investment.

Essential Functions/ Job Competencies/ Physical Requirements ESSENTIAL DUTIES & RESPONSIBILITIES The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description. Research and identify federal, state, and private grant opportunities that align with the City of Laredo's economic development priorities.

Develop, write, and submit competitive grant proposals, ensuring compliance with application guidelines and deadlines. Coordinate with respective City departments and external partners to collect data, financial information, and supporting documentation for grant applications. Monitor awarded grants to ensure compliance with all federal, state, and local regulations, including reporting, auditing, and recordkeeping requirements.

Prepare and present grant performance and financial reports to City leadership, elected officials, and funding agencies. Track grant opportunities and maintain a centralized database of applications, awards, and deadlines. Provide technical assistance to departmental staff and community partners in grantrelated activities.

Build and maintain relationships with local, federal and state funding agencies, foundations, and other potential funders. Collaborate with Finance and Budget staff, along with appropriate City departments to ensure proper resource allocation, tracking, and expenditure of grant funds. Stay informed on trends in grant funding, economic development projects, and community investment opportunities.

Perform other duties as assigned to support the City's Economic Development Department goals. Coordinates grant implementation and ensures compliance with rules and regulations accordingly Performs social services work to assist clients in need of services and provides a stabilization plan Orders, verifies receipt, and maintains office equipment and supplies; places supply orders and initiates service calls on copiers, personal computers, printers, telephones, etc.; determines equipment needs to enhance the efficiency of the office; coordinates and monitors maintenance of the office and/or building. Reviews, analyzes, and assists in the preparation of the departmental budget; provides recommendations to the department director regarding budget adjustments Reviews, studies, and analyzes operational procedures as directed by an administrator; prepares detailed and comprehensive reports of findings and recommendations Coordinates and participates in special projects as directed by the administrator; reviews policies and procedures as directed; interprets guidelines and disseminates required information Coordinates and monitors purchasing procedures to ensure proper funds are charged; verifies, estimates, and recommends purchases; processes purchase orders and maintains purchase contracts Serves as an aide to an administrator; composes correspondence; arrange conferences; interprets administrative policy; relays instruction of policy and procedure revisions Reviews pamphlets, articles, lengthy correspondence, and changes in codes, ordinances, and rules and regulations to ensure office procedures and production remains in compliance with local, State and Federal regulations; reports findings to the administrative superior Conducts research on an assigned subject; compiles administrative data and statistics; and secures material for use in preparation of grant applications and/or reports Analyzes procedures and recommends improvements Assists supervisors in development of new programs or procedures Supervises and participates in the administrative and clerical operations of a department office; plans, schedules, and assigns work to staff; establishes priorities; instructs and trains in correct methods; checks and approves work Assists in monitoring grant compliance by adhering to their individual policies and procedures to ensure proper documentation is collected for all applications prior to administrative approval Supervises and participates in the production of departmental records, reports, billings, legal documents, statistical reports, handbooks, list databases, and files general and other grant-related reports, etc Provides input during annual performance evaluations through the review and inspection of subordinates' work to ensure accuracy and completeness of the same Receives inquiries from the public by letter, telephone, or in person and furnishes information or directs the inquiry to the proper source of answer Assists in maintaining good communication between staff, visitors and other business contacts Must follow all rules of telephone courtesy in all telephone communications Performs related work as required COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES Knowledge of: Knowledge of general accepted accounting and financial principles, practices, and procedures, and of their applications to a variety of accounting transactions and problems Knowledge of general office procedures, practices, systems and equipment, as applied to financial operations Knowledge of financial databases and relevant computer applications Knowledge of business English, spelling, and arithmetic Knowledge of modern office practices, procedures, methods, and equipment Knowledge in the application of basic accounting principles necessary to accomplish financial management tasks such as preparing budgets and monitoring program costs Skills and Abilities: Ability to exercise judgement and discretion in applying and interpreting departmental policies and procedures Ability to investigate a variety of administrative problems and make recommendations as to their solutions and to prepare working procedures Ability to analyze, appraise, and organize facts and evidence; present material clearly and logically in oral and written form Ability to plan, direct, supervise, and coordinate the work of subordinates and attain cooperation and build consensus with coworkers Ability to maintain good planning and organizational skills Ability to comply with all City of Laredo's policies and procedures Ability to perform other duties as assigned Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of the position WORK ENVIRONMENT/CONDITIONS AND PHYSICAL DEMANDS Physical Effort Requirements Position will have the following exposures Occasional exposure to unpleasant environmental conditions and/or hazards

Occasional outside work. Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.

At least three (3) years of progressive responsible experience in grant writing, grant administration, research, or project management.

*Council of Higher Education Accreditation (C.H.E.A.) Foreign Education: Applicants who have completed education outside of the United States must submit a foreign credential evaluation completed by a professional credential evaluation agency that is a member of the National Association of Credential Evaluation Services (NACES)or the Association of International Credential Evaluators (AICE). The evaluation must verify the U.S. equivalency of the degree and identify the comparable U.S

degree level. Applicants are responsible for obtaining and submitting the required evaluation documentation. Note: The City of Laredo is not responsible for any fees associated with obtaining a foreign credential evaluation or educational equivalency documentation.

Valid Licenses and Certifications Required Licenses and Certifications Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment. As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.

Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.
