Job Summary

The Control Systems Specialist is responsible for developing, implementing, and maintaining controls strategies on Plant Distributed Control System (DCS). This position will maintain Plant DCS Hardware and System Software, Programmable Logic Controllers (PLC) Software, and Safety Instrumented Systems (SIS) Hardware and Software, ensuring reliable operations of all Lake Charles Complex Process Control Systems. The Control Systems Specialist supports Maintenance, Operations, and Capital Projects by providing engineering assistance on instrumentation selection, repair, and safe process design.

Minimum Qualifications
  • Associate degree in Instrumentation, Process Control, Process Technology, Electronics, or Computer Science, plus 3 years of refinery instrument maintenance or instrument design experience (must include PLC programming experience), or
  • 5+ years of refinery operating experience (must include 2 years as qualified console operator), or
  • 5+ years of Network Administration experience, or
  • 5+ years refinery instrument maintenance or instrument design experience
  • Basic knowledge of safe process control design techniques
  • Basic computer skills and use of MS Office Suite
  • Working knowledge of computer hardware, TCP/IP networks, Windows Operating Systems, Active Directory and System/Network security is ideal
  • Ability to work independently toward assigned objectives with minimal supervision in a multi-tasked, fast-paced environment
  • Must have strong written and verbal communication skills and strong analytical and problem solving skills
  • CITGO internal hourly employees must be qualified as a temporary supervisor according to the Supervisor Development Process (OSDP, MSDP, or LSDP) and meet minimum qualifications listed above
Job Duties
  • Serve as the primary liaison between the Automation Department and Operations, responding to the needs of Operations by making changes to the DCS software that will aid in accomplishing operations mission (changes to controls tuning, database organization, graphics development and improvement, custom application program development, etc.)
  • Maintain Plant DCS Hardware and Software, PLC Software, and SIS Hardware and Software, coordinating efforts with CITGO Operations, Engineering, and Maintenance (Contract or CITGO Maintenance employees). Perform direct maintenance and repair of DCS equipment, Allen Bradley, and Triconex Programmable Logic Controllers (PLC)
  • Support Advanced Process Controls (APC) and Real Time Optimization (RTO) projects by ensuring safe process control techniques are employed, providing DCS system guidance and training to Operations, Engineers and other employees not directly involved in the APC
  • Support all Maintenance and Capital projects impacting DCS, SIS, PLC System Updates and/or new equipment placed in service which includes all work associated from the field. This work scope will include all changes and modifications required to Consoles, Control Systems computers and/or Safety Systems commissioned and connections to PI if applicable.
  • Ownership of housekeeping and organization functions in the Central Control Rooms, including the DCS Test System and the inventory of reliable spare DCS equipment
  • Provide software and programming design support for all types of DCS equipment, including PLC or SIS systems, and interfaces to 3rd-party devices using communication protocols such as modbus, OPC, etc.
  • Perform system management and administration functions required to maintain DCS equipment with the target of 100% availability
  • Provide complete off-hours call-duty support 24x7x365
