Job description

The Proposal Manager performs both deliberate and imaginative work for serious, game-changing efforts. The candidate must be capable of working in a high-pressure environment. The job requires the ability to work in both a systematic and creative way, with complex, technical information and processes. A disciplined, conscientious, hands-on approach is central to this job, and it requires work that is high quality and precise. Due to the critical nature and focus on accuracy, this job requires a candidate able to quickly adjust under close scrutiny and criticism. Because this is a creative, technical position and because it requires a high level of expertise and accuracy, it requires thorough planning and tracking in order to be effective.

Functions

  • Lead the creation of large scale, complex stand-alone proposals, task order proposals, RFIs/SSNs, and other responses
  • Ensure adherence to proposal development preparation guidelines, processes, methodologies, and associated business tools
  • Build proposal outlines, compliance matrices, and schedules and oversees creation of proposal templates
  • Analyze complex solicitation requirements and ensures that proposals meet all requirements
  • Develop writing assignments and tracks progress to ensure the timely completion of proposal inputs
  • Coordinate proposal layout and outlines with SMEs and technical writers
  • Research and develop proposal content, working closely with SMEs. Adheres to set standards regarding order, clarity, conciseness, style, and terminology
  • Schedule kickoff, drumbeat, color review meetings, as required, to ensure proposal deliverables are developing and tracking with the submission requirements
  • Edit, standardize, proofread, and rewrite material prepared by other writers; eliminates inconsistencies in format or voice, typos, and grammatical and spelling mistakes
  • Engage with Capture Manager to craft proposal strategy and develop compelling messaging that addresses the strengths of the AEVEX Aerospace offering
  • Ensure the win strategy (win themes, discriminators, etc.) is articulated throughout the proposal and ensure solutions are properly described and depicted.
  • Coordinate closely with pricing to ensure all cost elements align with the technical solution, comply with solicitation requirements, and support the overall win strategy
  • Develop effective methods for presenting and organizing information within proposals, such as the use of tables and graphics
  • Maintain records and files of work and revisions
  • Manage the production, reproduction, and binding/packaging of draft proposals, final proposals, and all hard/soft copies
  • Ensure proposals are delivered on time and in compliance with all RFP requirements
  • Manage internal approval process. Ensures approvers understand pricing methodology and proposal requirements. Provides timely responses to approver's questions and concerns.
  • Perform other duties as assigned or required Standard Essential Functions
  • Regular and reliable attendance on a full time basis [or in accordance with posted schedule].
  • Responsible for exhibiting professional behavior with both internal and external business associates that reflects positively on the company and is consistent with the company's policies and practices.

Qualifications and Competencies

  • Security Clearance-Ability to obtain/maintain a Secret DoD clearance, U.S. Citizenship required.
  • Winning track record as the proposal manager for DoD and commercial clients
  • Superior Microsoft Office skills required; knowledge of other editing and publishing tools highly desired
  • Highly skilled in planning and tracking multiple simultaneous tasks in a high-pressure environment where priorities shift rapidly
  • Ability to build trust and create relationships across all business units
  • Ability to utilize a disciplined approach while working independently
  • Must produce high quality and precise results
  • Must be open to collaboration and close scrutiny to ensure team success

Education / Certifications

  • Bachelor's degree, with a preference for majors in English, law, philosophy, history or other discipline that indicate an ability to write accurately in an organized fashion
  • APMP certification or active enrollment

Experience

  • 5+ years of relevant proposal experience that includes proposal management and proposal writing
  • 2+ years of proposal management experience with DoD proposals
  • Demonstrated experience leading and collaborating with diverse teams to solve complex challenges
  • Capture management experience
  • Programmatic experience to include WBS, BOE, IMS artifacts
