To thrive as a Proposal Writer, you need excellent writing, research, and organizational skills, often supported by a degree in English, communications, or a related field. Familiarity with proposal management tools (such as RFPIO or Loopio), content management systems, and sometimes APMP certification is valuable. Strong attention to detail, collaboration, and the ability to work under deadlines are critical soft skills. These skills ensure persuasive, compliant proposals that meet client requirements and increase win rates in competitive bidding environments.

How does a Proposal Writer typically collaborate with subject matter experts and other team members during the proposal development process?

A Proposal Writer often works closely with subject matter experts (SMEs), project managers, and business development teams to gather the technical, financial, and strategic information required for compelling proposals. This collaboration usually involves conducting interviews, facilitating content reviews, and coordinating input from various stakeholders to ensure the proposal is accurate and tailored to client needs. Effective communication and strong organizational skills are crucial to managing multiple contributors, meeting tight deadlines, and producing high-quality submissions. This teamwork helps ensure that the proposal aligns with both client expectations and company objectives.

What does a Proposal Writer do?

A Proposal Writer is responsible for creating documents that outline a company's products, services, or solutions in response to requests from clients or potential customers. Their main goal is to craft persuasive and clear proposals that showcase the value and benefits of their organization’s offerings, usually to secure new business or funding. Proposal Writers work closely with sales, marketing, and subject matter experts to gather information and tailor proposals to specific client needs. They must ensure proposals are compliant with client requirements and deadlines, and often manage multiple projects at once.

This role works closely with engineering, program management, capture teams, and subject matter experts to translate complex aerospace technologies, programs, and capabilities into persuasive proposal narratives that align with federal acquisition requirements.

Essential Responsibilities:

  • Write, edit, and format proposal volumes for federal aerospace and defense opportunities.
  • Translate technical aerospace concepts (UAS, avionics, propulsion, ISR systems, autonomy, etc.) into clear proposal language.
  • Develop narrative responses aligned with evaluation criteria, statement of work (SOW), and instructions to offerors.
  • Analyze solicitations to identify proposal requirements, evaluation factors, and compliance matrices.
  • Ensure all proposal sections adhere to FAR/DFARS requirements and agency guidelines.
  • Maintain compliance with formatting, page limits, and submission requirements.
  • Interview engineers, program managers, and SMEs to gather technical inputs.
  • Convert technical inputs into persuasive proposal narratives emphasizing performance, innovation, and mission relevance.
  • Coordinate with capture managers to align proposal messaging with win strategies.
  • Support development of win themes, discriminators, and value propositions.
  • Ensure proposal narratives reflect customer mission priorities and acquisition objectives.
  • Contribute to storyboard development and proposal outlines.
  • Perform technical editing, copy editing, and formatting across proposal volumes.
  • Ensure consistency in tone, terminology, and messaging.
  • Participate in color team reviews (Pink, Red, Gold, and White reviews).
  • Maintain proposal libraries, reusable content, and past performance narratives.
  • Track deadlines and coordinate inputs across internal teams.
  • Support proposal production and final submission.

Qualifications & Experience:

Required:

  • Bachelor's degree in Technical Writing, Communications, Engineering, or related field.
  • 3–7+ years of experience writing U.S. federal government proposals in aerospace, defense, or technology sectors.
  • Strong understanding of FAR/DFARS proposal requirements and federal acquisition processes.
  • Demonstrated experience writing proposals for agencies such as DoD, NASA, DHS, FAA, or other federal agencies.
  • Ability to translate complex aerospace engineering concepts into clear written narratives.
  • Excellent writing, editing, and document organization skills.

Preferred Qualifications:

  • Experience supporting UAS/UAV, defense aviation, space systems, or advanced aerospace programs.
  • Familiarity with Shipley proposal processes or similar proposal methodologies.
  • Experience writing technical volumes, management volumes, and past performance sections.
  • Experience supporting IDIQ, OTA, SBIR/STTR, or BAA proposals.
  • Active or previously held U.S. security clearance.

Physical Requirements:

  • The ability to maintain a stable, upright seated or standing position for extended periods (typically 6–10 hours per day) without significant physical fatigue.
  • High-frequency use of fingers and wrists for data entry, complex coding, and navigating digital interfaces using keyboards and mice.
  • The capacity for "near-point" visual tasking, involving the ability to focus on high-resolution displays for long durations and process dense information without excessive eye strain

Benefits Overview:
