Description
BETA Group is seeking an experienced Project Manager - MS4 Stormwater Compliance to lead and grow our MS4 stormwater compliance and municipal services practice across New England. This role will manage MS4 permit implementation programs, support municipal clients in meeting regulatory requirements, and contribute to expanding BETA's potable water, wastewater, and stormwater services. The ideal candidate combines strong technical expertise in MS4 compliance with project management, client leadership, and business development capabilities.
Responsibilities:
  • Manage all aspects of MS4 stormwater programs for municipal clients, including scope, schedule, budget, and quality control
  • Lead preparation and implementation of MS4 Stormwater Management Plans (SWMPs) and Annual Reports
  • Oversee development of compliance documentation, including:
  1. Notice of Intent (NOI) filings and permit renewals
  2. Illicit Discharge Detection and Elimination (IDDE) programs
  3. Outfall mapping and inspections
  • Coordinate multidisciplinary teams (engineering, GIS, environmental scientists, field staff)
  • Ensure deliverables meet MassDEP, EPA, and local regulatory requirements
  • Provide technical oversight of stormwater program elements, including:
  1. BMP design and evaluation
  2. TMDL compliance strategies
  3. Water quality monitoring and reporting
  • Stay current with evolving MS4 regulations, particularly the Massachusetts Small MS4 General Permit
  • Mentor and develop engineering staff by providing technical guidance, reviewing work products, and supporting professional growth within MS4 practice
  • Build and maintain strong client relationships, serving as a trusted advisor throughout project delivery
  • Lead project meetings with clients, regulatory agencies, stakeholders, and project teams
  • Negotiate contracts, develop scopes of work, and manage project financial performance
  • Support business development efforts, including proposal preparation, client engagement, and pursuit of new wastewater treatment opportunities
  • Stay current with emerging stormwater management technologies & regulatory trends
  • Represent the organization in industry forums and professional associations, leveraging technical innovations and industry knowledge to support project success

Preferred location is BETA's Norwood office. Candidates should have flexibility to work from our other office locations. BETA also offers a hybrid work schedule, allowing employees to request working remotely up to 2 days per week.

Requirements
Required Experience/Skills:
  • Bachelor's degree in civil or environmental engineering
  • 15+ years of related engineering experience in water resources and/or stormwater projects
  • Project Management experience
  • Knowledge of and experience with:
  1. MS4 permits (especially Massachusetts MS4 General Permit)
  2. EPA and MassDEP stormwater regulations
  3. IDDE, SWMP development, and stormwater program management
  • Demonstrated strong background in environmental engineering and hydrologic and hydraulic modeling with software programs
  • Skilled in writing and ability to prepare formal reports
  • Strong leadership and organizational skills
  • Must be able to collect field data and measurements and perform asset inspections for water and wastewater infrastructure, in addition to roadway and other utility assets;
  • Must be able to lift/move objects weighing up to 40 pounds
  • Must be able to perform field work in both hot and cold weather (rain and/or snow)
  • Must be able to stand or sit for long periods of time
  • Must have a valid driver's license and reliable transportation

Preferred Experience/Skills :
  • Professional Engineer (PE) License
  • Proficient in AutoCAD, Civil3D, HydroCAD, and ArcGIS/Pro
  • MA Soil Evaluator Certification
  • OSHA Certifications (ie: OSHA 10-Construction)
