The Budget Analyst serves as a senior financial management advisor supporting PMOD acquisition programs and portfolios by providing budget planning, resource allocation, financial analysis, funding execution oversight, cost estimating support, and executive financial reporting. The analyst ensures program resources are effectively aligned with mission priorities and acquisition objectives while providing leadership with accurate, timely, and actionable financial information to support decision-making and successful program execution.
The Budget Analyst provides senior-level financial management, budget planning, and acquisition program support to the U.S. Border Patrol (USBP) Program Management Office Directorate (PMOD). PMOD is responsible for planning, managing, and supporting the acquisition, deployment, and sustainment of technologies, capabilities, and services that enable U.S. Customs and Border Protection (CBP) to accomplish its border security mission. Supporting PMOD portfolios and acquisition programs, the Budget Analyst serves as a key advisor for Planning, Programming, Budgeting, and Accountability (PPBA) activities, budget formulation and execution, acquisition financial management, spend plan development, cost analysis, and resource allocation planning. The analyst works closely with Program Managers, Assistant Program Managers for Business (APMBs), Contracting Officer Representatives (CORs), acquisition personnel, and executive leadership to ensure program funding is effectively planned, managed, tracked, and aligned with mission objectives. Through rigorous financial analysis, reporting, and budget oversight, this position supports informed decision-making and helps PMOD efficiently deliver mission-critical capabilities that enhance USBP operational effectiveness and border security outcomes.
Responsibilities:
The Budget Analyst shall possess a minimum of eight (8) years of progressively responsible experience supporting Federal budget formulation, budget execution, financial management, acquisition financial management, and program resource planning activities within Federal Government organizations.
The candidate shall demonstrate the following qualifications:
  • Minimum of eight (8) years of experience supporting Federal budget planning, formulation, execution, and financial management activities.
  • Demonstrated experience supporting Planning, Programming, Budgeting, and Accountability (PPBA) or similar Federal budget processes.
  • Experience developing, analyzing, and managing annual and multi-year budgets for complex programs, projects, or acquisition portfolios.
  • Experience supporting major acquisition programs through budget formulation, resource allocation planning, funding execution, and financial reporting activities.
  • Demonstrated experience developing and maintaining Resource Allocation Plans (RAPs), Spend Plans, Congressional Justifications (CJs), budget exhibits, and other financial planning documentation.
  • Experience developing, reviewing, and processing funding documents and financial transactions in accordance with Federal financial management policies and procedures.
  • Experience supporting portfolio-level budget planning and resource management across multiple programs and projects.
  • Strong analytical, organizational, and problem-solving skills with attention to detail and accuracy.
  • Experience developing financial models, cost projections, trend analyses, and performance metrics.
  • Proficiency with Microsoft Office 365 applications, particularly Excel, including advanced functions, pivot tables, financial modeling, and data analysis.
  • Experience using Federal financial systems, budget management tools, and reporting platforms.

Required Experience in years:
  • Minimum of eight (8) years of experience supporting Federal budget planning, formulation, execution, and financial management activities.

Education Requirements:
  • Bachelor's degree from an accredited college or university in Finance, Accounting, Business Administration, Economics, Public Administration, Management, Mathematics, Statistics, or a related field.
Security Requirements:
  • Must be able to obtain and maintain a DHS suitability determination and/or Public Trust investigation as required by the Government.
  • Active DHS or CBP suitability determination is highly desirable.
Preferred Skills:
  • Experience supporting U.S. Customs and Border Protection (CBP), Department of Homeland Security (DHS), U.S. Border Patrol (USBP), Department of Defense (DoD), or other Federal acquisition organizations.
  • Knowledge of DHS Acquisition Management Directive 102-01, Acquisition Lifecycle Framework (ALF), and Systems Engineering Life Cycle (SELC) processes.
  • Experience supporting OMB Exhibit 300 submissions, capital investment planning, and business case development.
  • Familiarity with Federal appropriations law, fiscal law, Anti-Deficiency Act requirements, and budget execution regulations.
  • Experience supporting Life Cycle Cost Estimates (LCCEs), Acquisition Program Baselines (APBs), Cost Estimating Baseline Documents (CEBDs), and Independent Government Cost Estimates (IGCEs).
  • Professional certifications such as Certified Government Financial Manager (CGFM), Certified Defense Financial Manager (CDFM), Project Management Professional (PMP), Certified Cost Estimator/Analyst (CCEA), or equivalent are desirable.
  • Experience supporting executive leadership through development of financial dashboards, performance metrics, and strategic budget recommendations.
