Job SummaryThis full-time position works under the direction of the Finance and Budget Manager to assist the Board of County Commissioners (BOCC), County Administration/Finance, and all other County Departments and Elected Officials to draft and submit grant applications, and to provide administrative oversight to grant research and application review. This position works closely with various departments and offices to help fund their priority projects and will work on a variety of deadline-oriented projects. The hourly range is $30-$33 DOE/DOQ for employee position plus benefits.Skill/Knowledge RequirementsThis person should have a track record of successful grant applications and demonstrated grant writing experience, a knowledge of grant resources and knowledge of Montezuma County and surrounding regions. Strong technical and grammatically accurate writing skills are a must, and strong communication skills are critical to coordinate the information needed between staff. Deadline-oriented, creative problem-solving, and technical layout knowledge are also required. This person must have excellent time management skills and be skilled using Microsoft Office with the ability to learn specialized grant writing/monitoring software.RESPONSIBILITIES Grant CoordinationMonitor all grants flow process, documents, procedures, and coordinate all aspects of process implementation, including approvals;Coordinate all components of the grants cycle, including: database management, grant documentation, and compliance including audit preparation;Serves as advisor for grants management system, including troubleshooting and assurance of data integrity; Ensures financial policy and procurement policy are followed in the grant process.Asset tracking including tagging and salamander database maintenance.  Grant Research and technical assistanceProactively seek grant opportunities for County departments and programs as prioritized.Identify and utilize funding resources, grant databases and other sources to provide relevant information about grant opportunities.Grow and maintain relationships with variety of local, state and federal funding organization staff.Disseminate grant opportunities to appropriate departments and boards. Provide grant review and editing technical assistance to departments and boards as requested. Increase knowledge through training opportunities, as budget allows.In conjunction with County departments and boards, compile and share potential available grants.  CommunicationsHelp develop and implement grant writing program parameters for departments and boards including items such as information form, list of available services, service and contract agreements, fee structure, guidelines and check lists. Arrange or provide grant writing training opportunities for county departments and boards.Be comfortable preparing and making public presentations if needed and working directly with departments for grant presentations.  Proposal writingPrioritize grants where there are a lack of staff capacity and a priority project already identified.Evaluate projects and their readiness for funding and determine timeline and sources. Provide advice on how projects might be ready in the future and how grant reporting and compliance will be handled.Determine proposal concept by identifying and clarifying opportunities and needs and attending strategy meetings.Coordinate grant requirements with contributors, identifying strengths and weaknesses associated with proposals.Meet proposal deadlines by establishing priorities and target dates for information gathering, writing, review, needed approvals, support letters, and submission for each application. Draft proposal by assembling all information including project concept, objectives/ outcomes/deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation.Write for readability, consistency and tone; revise and edit drafts.Prepare grant proposal presentation(s) as needed, evaluating text, graphics, binding and coordinating printing.Improve proposal-writing results and quality by evaluating and re-designing processes, approach, coordination, and templates. GENERAL PERFORMANCE STANDARDS Dependability - Can be relied on to carry out both regular and extraordinary work assignments.
