The Deputy Director of Public Works is a highly responsible professional position requiring an ethical leader skilled in administration and supervision to assist the Director of Public Works.
The Deputy Director assists with maintenance and operations oversight, manages the Public Works budget, assists in equipment and vehicle purchases for all County departments, administers the Countywide GPS program, manages the fuel distribution program for the County, oversees training in Public Works, and attends public meetings as required by the Director.
This is a "mandatory testing" position that requires Drug Testing.
EXAMPLES OF DUTIES
Directs and coordinates Fleet Services, providing maintenance for Public Works, Fire Services, Emergency Management Services and Pensacola Beach vehicles
Oversees the Road Maintenance Division and Pensacola Beach Public Works, providing road and infrastructure maintenance as well as holding pond and road sign maintenance throughout the County
Develops and monitors the Public Works budget, including negotiating agreements with vendors consistent with the approved budget
Coordinates with County departments to prioritize equipment and vehicle purchases
Administers the Countywide GPS program, including maintenance of GPS units in all County vehicles, working with managers to monitor vehicle use, and provides training for the program
Manages the fuel distribution program, including development of the significant budget and ensures all fueling facilities/procedures adhere to federal, state, and local regulations
Represents Public Works in public meetings as directed by the Director, including, but not limited to, Board meetings, personnel disciplinary meetings, FEMA disaster team meetings, union negotiations, and townhall/neighborhood meetings
Supervises and coordinates the activities of subordinate employees, including determining work procedures and schedules, issuing instructions and assigning duties, reviewing work, recommending personnel actions, conducting performance reviews, and conducting departmental training and orientation
Research problems and complaints by staff and citizens, resolves complex and sensitive customer service issues, either personally, by phone, or in writing, and maintains records and documents of customer service issues and resolutions
Assures that assigned areas of responsibility are performed within budget, performs cost control activities, monitors revenues and expenditures in assigned area to assure sound fiscal control, prepares annual budget requests, assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time
Performs mentoring and evaluations of staff through observations and written reports, recognizes successes in achieving established goals, and takes corrective measures regarding inconsistencies and short comings
Directs and oversees planning and conducting of various training and needs assessment activities
Monitors changes in laws, regulations, and technology that may affect department operations, and develops policy and procedural changes as required
Assumes the responsibility of the Director in their absence
Perform other duties as assigned or required
TYPICAL QUALIFICATIONS
MinimumQualificationRequirements:
Training and Experience:
A Bachelor's degree in Business Administration, Business Management, Public Administration, or a related field, and at least five years of managerial experience in fleet maintenance, public administration, public works, or a similar field; or a combination of education and experience equivalent to these requirements
Licenses and Certifications:
Must possess a valid driver's license from state of residence
Knowledge, Skills, Abilities, and Other Characteristics (KSAOs):
Fundamental project management processes, methodologies, and tools & techniques with ability to adapt them to the organization
Analytical techniques needed to review and analyze information to determine options and recommend viable solutions
Analyzing information and situations to identify problems, reason logically, and draw valid conclusions in order to determine and implement effective course of action
Prepare and present accurate and reliable reports containing findings and recommendations
Budgetary principles to develop, prepare and monitor complex budgets
Establish and maintain good working relationships with the County Commissioners, County Administrator, elected officials, agencies, staff and employees; often in stressful situations
Strong interpersonal skills and the ability to interact successful with the public, contractors, supervisors, elected officials and agencies
Strong leadership and the ability to effect continued improvement and growth within the Department

EmergencyManagementResponsibilities:
During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties, as assigned.
Physical Requirements:
Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated light work. This position requires talking, hearing, seeing and repetitive motions.
While performing the essential functions of the job the employee is exposed to outdoor weather conditions. The incumbent's working conditions are varied on a day-to-day basis, will be required to perform site visits Countywide to address internal operational issues and citizen complaints.
