Job description

Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with a technical support center in South East Asia and East Africa, that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

We are seeking a Project Controls Engineer that will support the Nairobi CAA Project – construction of a new CAA building in addition to the existing chancery. You will manage construction project controls including cost and schedule management, reporting, contract administration, submittals, payment reviews, contract modifications, estimates, documentation, and coordination with the Project Director/COR and project team.

This position is contingent upon the award of the contract, and the contract duration is three years.

Key Responsibilities:

  • Handle full construction project controls including cost and schedule management, reporting, change orders, submittals, and commercial construction documentation using MS Office and Primavera.
  • Manage Nairobi office operations related to contract cost and schedule performance.
  • Prepare and maintain reports, control documents, daily logs, meeting minutes, and project records.
  • Ensure compliance with all contracts administrative requirements and deliverables.
  • Monitor contractor performance including submittals, as-built drawings, monthly payments, and construction progress.
  • Review and evaluate contract modifications, claims, and Independent Government Estimates (IGEs), including quantity take-offs.
  • Support contract administration by interpreting contract requirements and assisting in negotiations.
  • Coordinate with the Project Director/COR and project team in meetings, inspections, and administrative matters.
  • Mentor administrative staff and provide overall support to project control functions.

Qualifications to be successful in the role:

  • Bachelor’s Degree in Engineering (any discipline), Engineering Management, Construction Management, or Construction Engineering if hired under the engineering labor category or seven (7) years of PCE experience in lieu of bachelor's degree.
  • Must have seven (7) years of experience in the commercial construction industry.
  • Full range of construction project controls report drafting and production (MS Office Suite), cost management, schedule management (Primavera), change order management, submittal management, and commercial construction required.
  • U.S. Embassy construction program experience (preferred).
  • Overseas experience is required.
  • Preferred certifications: Certified Cost Consultant, Certified Cost Engineer, Certified Cost Technician, or a Certified Estimating Professional, scheduling professional.
  • Experience in Primavera.
  • Knowledge of Construction Safety regulations, i.e. EM 385-1-1, OSHA, etc.
  • Knowledge of Microsoft Suite, i.e., PowerPoint, Excel, and Word (required).
  • Ability to obtain Top Secret clearance.
