Job description

Job Purpose:
The Program Manager provides overall leadership and accountability for a geographically distributed joint training support program serving National Guard organizations across the United States and territories. This role serves as the primary point of contact for the customer and is responsible for contract performance, staffing, quality control, reporting, travel coordination, readiness analysis, and operational continuity across five regions.
Responsibilities
  • Serve as the primary point of contact for all daily contract operations and customer communications.
  • Lead and manage personnel supporting joint training and readiness activities across five geographic regions.
  • Ensure consistent service delivery to all supported states and territories.
  • Develop and maintain the Quality Control Plan and monitor performance against contract requirements.
  • Prepare and deliver quarterly program management reviews and monthly status reports.
  • Coordinate workforce planning, staffing coverage, absenteeism mitigation, and surge support.
  • Manage project schedules, event calendars, travel requests, and regional support activities.
  • Maintain accountability for government-furnished property and required contract documentation.
  • Analyze regional readiness trends and present findings to senior customer leadership.
  • Monitor contract performance, risks, corrective actions, and deliverables.
  • Ensure compliance with security, operational security, and mandatory training requirements.
  • Coordinate with regional leads to support exercises, workshops, readiness assessments, and customer engagements.
  • Maintain effective communication with customer leadership, contracting personnel, and project stakeholders.

Education and Experience:
  • Bachelor's degree required; master's degree preferred.
  • Minimum of 10 years of progressive Department of Defense program or contract management experience.
  • Minimum of 3 years of experience leading geographically distributed teams.
  • Experience managing firm-fixed-price federal service contracts.
  • Experience supporting joint training, military readiness, National Guard, or related defense programs strongly preferred.
  • Strong knowledge of quality control, staffing, reporting, risk management, and contract administration.
  • Experience preparing program management reviews, executive briefings, and readiness reports.
  • Project Management Professional certification strongly preferred.
  • Operational Security Level II certification required within 90 days if designated as the program coordinator.
  • Must possess an active Secret clearance.
  • Must be able to travel approximately 25-35%.
  • Position is based in the National Capital Region, with telework authorized.
