As a member of the Workforce Analytics and Technology Solutions (WATS) team, The Workforce Planning Manager will own projects and oversee project workstreams focusing on the delivery of workforce solutions services, products, workforce planning, and workforce analytics activities. Critical components of this position include owning existing client relationships, being responsible for the success of projects, assisting Federal government human resources and civil rights organizations to identify and implement workforce solutions and services, and overseeing the development of staff and helping to grow TBI Federal - GovStrive from a financial and capability standpoint.

  • Manage projects with multiple work streams and stakeholders, managing team members/staffing, planning and prioritizing work assignments, identifying next steps, escalating issues with TBI Federal-GovStrive/WATS leadership and working directly with client leadership.
  • Lead and facilitate client meetings and sessions as necessary, while coaching team members and transitioning and overseeing meetings/session responsibilities when appropriate.
  • Manages relationships with clients and client leadership teams, including managing and overseeing correspondence and reporting.
  • Drive client satisfaction through the delivery of quality service/work products and results and by owning the development and quality review of project deliverables (e.g. briefings, presentations, reports/dashboards, trainings, communications, standard operations procedures.)
  • Take ownership of monitoring project financials to manage the project budget and review and approve project invoices with the assistance of accounting as needed.
  • Identify potential risks and issues that may adversely impact TBI Federal-GovStrive business; proactively communicate and elevate risks and issues to both project and TBI Federal-GovStrive leadership.
  • Operate as a supervisor for employees, providing coaching, mentorship and career development; conducting job appraisals; delivering feedback; enforcing policies and procedures; and approving leave and schedules.
Specifically, for TBI Federal-GovStriveโ€™s Workforce Planning Projects:
  • Plan and oversee a fast-paced, complex client project on workforce and human capital planning involving multiple teams and workstreams for a large federal land management agency
  • Provide project teams with workforce planning approaches, methods, and best practices to use in performing workforce planning and analysis
  • Perform and lead workforce analysis ranging from descriptive to predictive to support agency workforce planning
  • Integrate analyses into compelling storylines to assist clients in driving change to structure, workforce, surge management, hiring, retention, and Diversity, Equity, Inclusion, Accessibility (DEIA)
  • Collaborate with TBI-Federal-GovStrive Lead Solutions Architect on advanced analytical methods, including workforce forecasting
  • Work directly with and advise senior-level clients on workforce planning recommendations and best practices
  • Lead internal and client-facing review sessions on analyses and deliverables
  • Be accountable for incorporating internal and client feedback on analyses and deliverables
  • Report to the Director, Workforce Analytics and Technology Solutions on project progress and risks
  • Manage project budget and staffing to plan
  • Monitor project expenses and approve invoices
  • Review and approve deliverables before submission to clients
  • Lead the Project Management Office (PMO) team to identify and assign actions, and mitigate project risks to cost, quality, and schedule
Required Education and Experience:
  • Certified Project Management Professional (PMP) or equivalent
  • Bachelorโ€™s Degree
  • 6 or more years of experience in & an understanding of the Federal landscape, including supporting processes, policy and technology
  • 3 or more years of experience in leading Workforce Planning projects including managing project resources
  • Demonstrated knowledge of HR functions & processes, with experience in one or more of the following areas: HR Strategy, HR Employee Experience, HR Operating Models, HR Outsourcing Advisory, and HR Technology
  • Experience leading current/future state road mapping, requirements gathering workshops, running labs, and/or facilitating meetings
  • E xperience leading and conducting competency models for federal positions
