Overview:
Oak Ridge National Laboratory (ORNL), the largest science and energy laboratory under the U.S. Department of Energy, conducts advanced research to address critical energy and security challenges. The Integrated Building Performance and Analysis (IBDA) group develops innovative methods for whole-building energy performance, systems integration, deployment, and analysis. Staff lead and support workforce development and research, development, and deployment (RD\&D) of energy-efficient, demand-flexible, and resilient buildings.
This position supports the DOE Office of Critical Minerals and Energy Innovation and the Office of Innovation, Affordability and Consumer Choice-which includes the Building Technologies Office (BTO), the Federal Energy Management Program (FEMP), and the State and Community Energy Program (SCEP). We are seeking a highly adaptable and proactive Project Specialist who excels at communicating across and with diverse audiences, managing dynamic priorities, and navigating an environment with frequent high-urgency requests. This role involves leading project management efforts and fostering strong, collaborative relationships with federal partners, internal ORNL teams, and external stakeholders.
Major Duties/Responsibilities:
  • Support project management activities and milestone reporting for complex, multi-stakeholder projects.
  • Develop clear, engaging technical and non-technical materials including reports, newsletters, articles, announcements, and visual content.
  • Maintain strong communication with stakeholders, effectively addressing issues and tracking timely resolution.
  • Collaborate with diverse teams and monitor progress toward program goals and milestones.
  • Advance ORNL's mission by demonstrating our core values of Impact, Integrity, Teamwork, Safety, and Service.
  • Provide project support to federal agencies focused on workforce development initiatives.
  • Monitor and report program progress, issues, and resolutions.
  • Support FEMP with programmatic analysis and contribute feedback for program and project improvements.
  • Conduct data analysis to inform program decisions and stakeholder understanding.
  • Assist in developing and delivering outreach activities for FEMP.
  • Support technical training at workshops, conferences, and virtual events.
  • Assist with customized training development and delivery.
  • Serve as a power user for learning management systems to support training programs.

Basic Qualifications:
  • BS in a scientific, engineering, or business-related field and a minimum of two years of relevant professional experience.
  • Self-motivated and able to work independently while managing shifting priorities and frequent urgent requests.
  • Strong interpersonal communication skills (oral and written), with experience engaging a wide range of stakeholders.
  • Demonstrated ability to concisely draft professional reports and public-facing documents.
  • Highly organized with the ability to manage multiple complex tasks and projects simultaneously.
  • Comfortable working in a fast-paced, dynamic environment and adapting priorities as needed.
  • Proficient with Microsoft Office (Word, Excel, PowerPoint, Outlook) and various AI productivity tools.

Preferred Qualifications:
  • MS in a Scientific or Business-related field with a minimum of one year of industry/work experience
  • Learning Management System administration experience

Special Requirements:
  • Security, Credentialing and Eligibility Requirements: For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required. Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
For foreign national candidates:
If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment. Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
