Job Summary

The Director of Technical Services – PDM provides functional leadership and governance across all Company brands (Engineering and Construction), ensuring that engineering, procurement, construction, and turnover activities consistently meet Company standards, codes, and specifications. This role leads and integrates four core technical service pillars—Field/Construction Engineering, Document Control & Information Management, Commissioning & Start-Up, and Heavy Lift/Heavy Haul—to drive safety, quality, productivity, and predictable project outcomes from early design through commissioning and client handover. The Director develops enterprise standards, deploys best practices, ensures the right capability is available on projects, and partners closely with Project Management, Construction Management, Engineering/Design, and HSE to optimize constructability, systems completions, and turnover across a multi-project, multi-brand portfolio.

This role will require the successful candidate to work in one of our Matrix PDM offices.

Essential Functions

  • Actively supports the Company’s commitment to safety and its “Core Values.”
  • Represents the Company at all times with high moral standards while adhering to the Company’s “Code of Business Conduct and Ethics.”
  • Champion a zero‑incident culture and ensure active participation in safety programs, audits, observations, and lessons learned across all teams.
  • Provide leadership and strategic advisory support to senior management, ensuring Engineering and Commissioning strategies are aligned with Construction, capital portfolio priorities, and long‑term business plans.
  • Create and lead regular communication avenues across Projects, Operations, HSE, and Commercial teams to proactively manage enterprise risks, address recurring execution challenges, and improve overall project performance.
  • Enforce compliance with HSE regulations and site requirements across brands, including critical lifts, rigging qualifications, commissioning safety, and permit‑to‑work processes.
  • Set the vision, strategy, and operating model for Construction Engineering, Document Control, Commissioning, and Heavy Lift/Heavy Haul; define enterprise standards, processes, and KPIs.
  • Establish and maintain functional standards, procedures, and playbooks across brands; conduct gap assessments and audits to ensure consistent application.
  • Build and manage a scalable resourcing model (staffing plans, hiring, development, and deployment) aligned to project size and execution model (EPC, EPCm, CM‑at‑risk).
  • Own functional budgets, headcount planning, talent development, certifications, and career paths for enterprise teams.
  • Ensure projects are supported by qualified Field/Construction Engineers, Commissioning, Heavy Haul/Heavy Lift and Document Control support; provide direction on design interpretation, constructability, and resolution of drawing errors, interferences, and conflicts.
  • Drive early constructability reviews and value engineering; lead implementation of Advanced Work Packaging (AWP)/Workface Planning.
  • Oversee field engineering processes including RFIs, as‑built documentation, and alignment between engineering/design and construction teams.
  • Lead planning and execution of pre‑commissioning, commissioning, start‑up, System Completion, and Turnover; ensure standardization of enterprise procedures.
  • Standardize systemization tools, check‑sheets, punch‑listing, and turnover dossiers; ensure consistent use of digital completions and turnover workflows.
  • Manage commissioning interfaces with Engineering, Construction, HSE, Operations, and OEMs to enable safe, efficient start‑up and acceptance.
  • Performs other duties as required or assigned.
Qualifications
    • Bachelor’s degree in Engineering or a related technical discipline; substantial technical and managerial experience.
    • 12+ years in Engineering/Construction markets, including 3+ years leading dispersed or matrixed teams across multiple projects.
    • Strong capability interpreting PFDs, P&IDs, 3D/2D CAD, equipment and piping specifications, and developing/overseeing isometric deliverables.
    • Demonstrated experience with field engineering support, constructability, RFIs, as-builts, commissioning/turnover, and document control.
    • Proficiency with model and drawing review tools (e.g., AutoCAD, Bentley, Navisworks) and familiarity with project management software (e.g., MS Project or Primavera).
    • Proven ability to collaborate across all organizational levels and manage multiple priorities under time‑sensitive deadlines.
    • Preferred: Professional Engineer (PE) and/or PMP certification.
    • Knowledge of industry codes and standards (e.g., API, AWS, ACI, ASME) and applicable HSE regulations for construction and lifting operations.
    • Experience implementing AWP/Workface Planning and digital turnover/completions systems.
    • Prior leadership experience in an enterprise or multi‑brand environment.
