Job description

Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at McNary Dam, Umatilla, OR, a multi-purpose hydropower project, with missions that include operation/maintenance of the facility for flood control, hydroelectric power generation. Employees working at McNary and living in WA are exempt from OR state tax.

  • Performs rigging in the installation, maintenance and overhaul of components of hydro electric dam structure.
  • Operates diesel and gasoline driven motor truck and 2 ton to 30ton capacity crane, around project for general maintenance.
  • Determines proper method for fastening slings, hitching on loads, clamping cables and tying ropes to objects.
  • Fabricates and constructs crane booms, steel platforms, fish traps and movable steel trucks for moving bulky and heavy items.
  • Operates electrically-powered cranes from 7 1/2 to 350 ton capacity.
  • Uses standard hand-signals in directing movement of cranes and movement of load.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Rigger without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a Rigger without more than normal supervision. Plan, layout, assemble and install rigging to move heavy loads; use and understand standard hand signals to direct movement of load both manually and with a crane; splice and fit all types of rigging equipment to assure safety and timeliness of movement; plan, layout, fabricate, construct and install steel and sheet metal structural members and equipment accessories; use welding equipment to fabricate and install items. Operate electrically-powered drills, saws, and pneumatic tools. - Failure to meet this Screen Out Element will result in an ineligible rating.
PHYSICAL EFFORT: Work requires heavy physical effort, including prolonged periods of standing, climbing ladders, and working in cramped spaces. Must be able to lift and carry equipment and materials weighing frequently up to, and occasionally over 45 pounds. Must be able to see with limited visibility as when using welding masks, and have normal depth perception.
WORKING CONDITIONS: Work is performed both inside and outside the powerhouse. Indoor work subjects employee to high noise levels and outdoor work is subject to usual climate extremes. There is danger of cuts, bruises, and burns from equipment operated and falling from ladders and scaffolds. Employee is subject to the discomfort of wearing required safety equipment such as hard-hats, welding masks or shields, gloves, safety glasses and goggles, safety shoes, respirators and ear plugs as required. Employee is exposed to welding fumes, acids and solvents normal to the trade. There is the added danger of drowning when working around swift moving water. Must wear appropriate safety equipment and protective clothing, and successfully complete and maintain all occupational health requirements.
