Job description

Overview
The Senior Radar Engineering Program Manager provides blended technical leadership, mission management support, test & evaluation oversight, and senior-level program management across CBP Air & Marine Operations’ Aerostat system within the Domain Awareness Persistent Systems enterprise.

Duties span engineering lifecycle activities, Aerostat system capability modernization, mission readiness tracking, integrated test planning, and portfolio-aligned program execution.

The Senior Radar Engineering Program Manager enables Aerostat system to evolve from legacy maritime sensors into a scalable, multi-domain maritime surveillance capability aligned with AMO’s Vision & Strategy 2030, ensuring Aerostat system integration with towers, radars, EO/IR systems, communications nodes, and maritime intelligence workflows.

Supervisor Responsibilities: No

Duties Responsibilities:

· Provide senior-level radar engineering oversight for aerostat system performance, requirements analysis, integration planning, hardware/software upgrades, and lifecycle engineering activities in accordance with DHS SELC and TMSS sustainment objectives.

· Support mission management activities including operational alignment, readiness assessments, maritime domain awareness analysis, and performance reporting across coastal and littoral aerostat sites.

· Lead mid-level Test & Evaluation support by developing test objectives, data collection plans, evaluation methodologies, and coordinating system-level TMSS testing including integration, regression, and operational assessments.

· Manage acquisition and programmatic activities for TMSS including milestone documentation, IMS updates, procurement planning, trade studies, risk assessments, and preparation of executive-level decision materials.

· Coordinate integration of aerostat sensors, radars, communications, and supporting subsystems, ensuring compatibility with DAPS enterprise architectures, legacy maritime platforms, and AMO operational workflows.

· Oversee configuration management of TMSS systems including ECP development, design review participation (PDR/CDR), documentation updates, and lifecycle configuration control.

· Conduct mission performance and analytics reviews—including availability tracking, error/fault analysis, readiness indicators, and maritime surveillance effectiveness metrics—to inform leadership decisions.

· Serve as engineering liaison during interagency coordination with DHS S&T, FAA, USCG, Navy, and regional maritime partners to align TMSS operations and ensure regulatory and spectrum compliance.

· Support logistics and sustainment planning for TMSS, including maintenance cycle recommendations, DMSMS mitigation, LRU evaluations, and integration of field-level data into engineering sustainment planning.

· Develop and deliver briefings, technical papers, test reports, acquisition packages, risk documents, and system integration roadmaps for senior CBP AMO leadership.

Competencies:

· Systems engineering expertise across radar, EO/IR, maritime sensor systems, communications, and multi-domain surveillance technologies

· Knowledge of aerostat operations, maritime surveillance architectures, and littoral domain awareness

· Proficiency in Test & Evaluation planning, data analysis, test execution, and evaluation frameworks

· Strong program management, acquisition lifecycle, and milestone documentation skills

· Experience developing requirements, evaluating trades, and supporting engineering design reviews

· Mission management familiarity including readiness metrics, operations alignment, and maritime threat picture support

· Understanding of cybersecurity, network communications, and TRDN/enterprise data pathways impacting aerostat system.

· Proficiency with configuration management processes, ECP generation, and engineering baseline control

· Executive-level communication, briefing development, and stakeholder coordination

· Ability to collaborate within IPTs and cross-functional technical teams

Duties

  • Lead the design and development of radar system architectures, including signal processing algorithms and system integration.
  • Develop and validate FPGA firmware using SystemVerilog, C++, and Python for real-time data processing.
  • Create detailed schematics and PCB layouts utilizing CAD tools such as AutoCAD, Revit, MicroStation, and SolidWorks.
  • Perform root cause analysis on hardware or software issues using debugging tools like oscilloscopes, ohmmeters, vision inspection systems, and soldering techniques.
  • Conduct system testing and validation through simulation (Simulink, MATLAB) and physical testing environments.
  • Collaborate with cross-disciplinary teams on project scheduling, technical documentation, and system design reviews.
  • Oversee manufacturing processes involving surface mount technology (SMT), programmable logic controllers (PLCs), and electrical systems to ensure quality standards are met.
  • Apply mechanical knowledge for enclosure design or thermal management solutions using Revit or Mechanical engineering principles.
  • Engage in firmware development for embedded systems based on ARM or Arduino platforms.
  • Ensure compliance with industry standards such as NEC regulations while maintaining safety and reliability of radar systems.

Education: Bachelor’s degree required; engineering, criminal justice, applied science, or technical discipline preferred. Equivalent operational or testing experience may substitute for degree requirements.

Experience

· 5+ years supporting engineering programs within DHS, DoD, or maritime surveillance environments.

· Experience with maritime sensor systems, radars, EO/IR systems, command-and-control infrastructure, or coastal surveillance systems.

· Experience supporting Test & Evaluation, including test plan development, data analysis, and system-level test execution.

· Experience supporting mission management functions such as readiness reporting, maritime operations coordination, or mission performance monitoring.

· Experience leading or contributing to acquisition documentation, milestone preparation, and program-level reporting.

· Experience supporting IPTs, interagency engineering efforts, or field integration activities.

Certifications (preferred): PMP, DAU T&E Level I/II

Other:

· Excellent communication and technical writing skills.

· Proficiency with Microsoft 365, data systems, analysis tools, and collaboration platforms.

· Ability to support hybrid remote/on-site work at Government direction.

· Occasional CONUS travel required for program reviews and operational assessments.

Security Clearance: Favorably adjudicated CBP Background Investigation (BI) or Single Scope Background Investigation (SSBI) required
