The Opportunity:
CACI is seeking a Program Manager to lead a large-scale Information Technology Operations Division (ITOD) support program for the U.S. Department of State Bureau of Diplomatic Security (DS). The Program Manager will provide strategic leadership, operational oversight, and contractual accountability for a diverse portfolio of enterprise IT services supporting global diplomatic security operations.
The successful candidate will oversee service desk operations, network engineering, cloud operations, cybersecurity support, enterprise application services, infrastructure management, and program governance activities while serving as the primary interface to Government leadership.
Responsibilities:
  • Serve as the primary point of contact for the Government Program Office and Contracting Officer's Representative (COR).
  • Lead execution of all program activities, deliverables, staffing, and subcontractor performance
  • Direct transition, steady-state operations, and continuous service improvement efforts.
  • Manage program budgets, staffing plans, schedules, risks, and performance metrics.
  • Oversee service delivery across enterprise IT operations, cloud environments, cybersecurity, network engineering, and infrastructure support functions.
  • Ensure compliance with Department of State, NIST, FISMA, FITARA, RMF, and agency-specific requirements.
  • Lead executive reporting, governance reviews, and operational performance assessments.
  • Drive modernization initiatives while maintaining operational continuity.

Qualifications:
Required:
  • Bachelor's degree in Information Technology, Engineering, Business, or related field.
  • 12+ years of federal IT program management experience.
  • 5+ years managing large enterprise IT operations and modernization programs.
  • Experience supporting Department of State, DHS, DoD, Intelligence Community, or other federal civilian agencies.
  • Demonstrated experience managing programs exceeding 75 FTEs and multiple technical disciplines.
  • PMP or PgMP certification.
  • Active Top Secret clearance; SCI eligible.

Desired:
  • Prior experience supporting the Department of State Bureau of Diplomatic Security and/or Bureau of Diplomatic Technology (DT) is highly desirable.
  • ITIL Expert or ITIL Managing Professional certification.
  • Experience leading cloud migration, DevSecOps, and enterprise modernization programs.
  • Master's degree.
