Job description

Marine Well Containment Company (MWCC) was founded after the 2010 Deepwater Horizon well control incident to provide the response capabilities needed if a similar event occurs in the future. MWCC is a Limited Liability Corporation that is owned by ten (10) of the most active drillers in the Gulf of Mexico.

Position Overview & Responsibilities
Identify organizational training needs and develop technical, safety, and job specific training programs. Implement learning solutions and ensure effectiveness of training through evaluation of key training programs. Assist with management of the Reservist Training Program. Provide management reporting and recommendations for program improvements. Responsible for stewarding the Training budget.
PRIMARY RESPONSIBILITIES
  • Ownership of the Learning Management System: content catalogue management, reporting, curriculum management
  • Act as a resource to employees on training and development questions, concerns, and opportunities
  • Identifies, defines, and delivers organizational training to address MWCC organizational needs
  • Ownership of the organizational training matrix

Responsibilities for this position include but are not limited to:
  • Design and develop informal and formal learning solutions for primarily technical training, using a variety of methods to best meet employee and contractor learning needs, e.g. Instructor Led Training (ILT), On-The-Job Training (OJT), Web-Based Training (WBT), Simulation Training, and new platforms designed for efficient and effective training delivery.
  • Facilitate the development, maintenance, and continuous improvement of a comprehensive MWCC Training program which identifies learning requirements and refresher frequencies to provide the ability to audit, track, and report on the completion status and confirm competency based on organizational need and regulatory requirements.
  • Work with MWCC Supervisors to identify and fulfill the learning, skills and competency needs of the organization and increase job performance and organizational capability.
  • Manage internal resources to increase performance and streamline the Learning Management System (LMS) end-user experience. Manage the LMS and its configuration.
  • Use learning metrics and analytics to measure the impact of learning solutions. Provide regular and consistent management reporting.
  • Manage third-party vendors who provide training solutions for the MWCC training.
  • Assist in managing Human Resources/Training Operations Excellence Systems
  • Assist the General Manager, Human Resources in preparation of the annual training plan and budget. Steward training plan and budget throughout the year.
  • Support organizational development initiatives by assisting in creation of individual development plans.
  • Support the ongoing review and maintenance of the company's competencies, ensuring they remain aligned with organizational goals and industry standards.
  • Assist the Marine Operations Manager with management of the Reservist Training Program, overseeing the training program design, life-cycle maintenance, and execution of the training in support of offshore operations.
  • Manage technical training content development projects for new course development through the use of instructional design methodologies and partnering with technical SMEs to deliver effective training outcomes.
  • Execute the company's training philosophy by implementing strategies and programs that align with organizational values and objectives.
  • Develop and support the company's training philosophy including designing, setting up, and managing supporting systems.
  • Responsible for all training compliance activities, including acting as the audit liaison, ensuring training documentation is compliant and easily accessible, and monitoring the completion of employee mandatory training requirements
  • Oversee and serve as back-up for all LMS system data and set-up and associated administration.

Response Specific Responsibilities (Reservist Readiness Coordinator)
Below are the responsibilities for this position related to and during the timeframe MWCC is activated to respond to a well control incident in the U.S. Gulf of Mexico.
  • Work as a member of the MWCC Emergency Response Organization on an as needed basis in the event of activation or preparations/drills for same in response to a well control incident and perform job duties that commensurate with your assigned role.
  • Confirm Reservists' availability in accordance with contractual obligations.
  • Ensure Reservists' credentials are current and appropriate for their assigned role.
  • Participate, as required, in Incident Management Team (IMT) training and drills.
  • During an incident response, transition to the Reservist Readiness Coordinator role and provide operations support and assistance to the 24/7 workforce on 12-hour shifts. Primarily, support the day shift, with the potential for nightshift support when necessary.

General Background, Qualifications, & Experience
  • Bachelor's Degree in Business Administration, Human Resources, Education, or other related field or equivalent work experience.
  • Web-based Training Software such as Articulate 360 and knowledge of SCORM
  • Eight years of oil and gas industry experience or other related field.
  • Strong working knowledge of Instructional Systems Design (ISD), Adult Learning Methods, and Learning Management Systems (i.e. Cornerstone LMS).
  • Experienced in annual planning, budgeting, stewardship, and reporting processes.
  • Advanced Microsoft suite skills, in particular PowerPoint and Excel advanced skills.
  • Flexible and able to multi-task.
