SOME (So Others Might Eat) provides material aid and comfort to our vulnerable neighbors in Washington, DC, helping them break the cycle of poverty and homelessness through programs and services that save lives, improve lives, and help transform the lives of individuals and families, their communities, and the systems and structures that affect them.
Our more than 30 programs throughout the district provide comprehensive services that lead to mental and physical health, continued sobriety, job training, living-wage employment, and affordable housing. We meet immediate needs with food, clothing, and healthcare, and offer the tools one needs to live with hope, dignity, and greater independence.
Compensation: We offer our employees a competitive compensation and benefits package that reflects our organizational culture, mission, and core values. The salary range for this position is $64,916.80 - $68,739.84 per year.
Position Description: The Property Manager is responsible for supporting SOME's mission by ensuring the effective operation, compliance, and overall performance of assigned residential properties while providing compassionate, respectful, and responsive service to residents. This position oversees day-to-day property management functions, including occupancy, customer service, resident relations, regulatory and program compliance, property operations, and court-related matters, while working to preserve the value and quality of the property.
The Property Manager must maintain a strong working knowledge of applicable housing regulations, agency requirements, and property management practices and demonstrate a commitment to building safe, stable, and healthy communities. The role requires effective collaboration with on-site and off-site stakeholders, participation in shared decision-making, and the ability to balance operational, compliance, resident, and organizational priorities.
In addition to traditional property management responsibilities, the Property Manager partners closely with program management and social services teams regarding resident needs and cases to support coordinated, wraparound services and promote housing stability. The Property Manager must also be proficient in OneSite and related workflow processes to ensure accurate, timely, and efficient management of property and resident information.
Required: Bachelor's degree in a related field (Business Administration, Real Estate, or Public Administration preferred), or equivalent knowledge. 3+ years of related work experience in Property Management. Experience as a manager of Affordable Housing.
Required License/Certification: Must possess and maintain a vehicle and a valid driver's license with an insurable driving record history to obtain and maintain employment. The vehicle should be safe and reliable (mileage will be reimbursed); CPM (Certified Property Manager). If the applicant does not possess this certification, he/she is required to take and pass the exam after the first year of employment.
Schedule: Monday - Friday, (4) days 8:00 am - 4: 30 pm & (1) late shift (10:00 am - 6:30 pm or 11:00 am - 7:30 pm) - 40 hours per week.
Expected Contributions: Financial Operations
  • Achieves financial stability through cost reduction and implementing systems to reduce the delinquency rate and following up monthly with residents. Creates goals to maintain a high occupancy rate of at least 95% through curb appeal, service, and retention strategies.
  • Monitors and oversees all PM-related plans, policies, procedures, rules, regulations, soft services contracts, and agreements in accordance with organizational policies. Keeps track of hard services contracts.
  • Prepares annual operating budget; monitors projections, and maintains budgetary guidelines, as well as being able to explain the monthly variances.
  • Oversees rent, security deposits, and miscellaneous income collections and reviews scheduled billings. Delivers cash receipts batches weekly to the Property Accountant.
  • Prepares and reviews all reports, including monthly management and expense reports. Submits reports when due and in complete and accurate form.
  • Ensures that residents adhere to all provisions of the Lease and community rules.
  • Ensures the accurate maintenance of resident records in OneSite and Kwiktag.
  • Reviews and approves all PM purchases of supplies, equipment, and contracted services for the community.
  • Supervises the PM staff in preparing for inspections and audits.
  • Files court documents, attends scheduled court hearings, and handles evictions.
  • Special projects as assigned by the Senior Director of Asset Management.
  • Participates in required trainings and development activities.
  • Responds to property management questions and complaints from residents. Investigates property management complaints, disturbances, and violations. Notifies the residents in writing of all issues affecting their tenancy. Works in collaboration with the Program Management/Social Services team.
  • Oversees the properties' tours, units' showings, and marketing property amenities.
  • Attends resident meetings, as needed. Organizes at least once a year a Tenants' Appreciation Day.

Compliance & Housing
  • Ensures SOME's compliance and deadlines for documentation.
  • Oversees compliance-related screenings and reviews of all applications in a timely manner, preparation of lease packages and lease approvals with local housing agencies, scheduling of apartment inspections, and securing the acquisition of housing assistance payment contracts.
  • Supervises lease orientations and signings, plus the submission of DCHA documentation.
  • Oversees Tax Credit move-in certification and re-certification process.
  • Responsible for putting together and pre-auditing the first-year investor lease-up files, if needed.
  • Supervises, assists, and reviews the DCHA certification process. Ensures timely and accurate certification for annual and interim.
  • Supervises processing of move-ins/outs, transfers, and rent changes for OneSite data entry.
  • Interacts with various stakeholders.
  • Tour partners and funders, as needed.
  • Needs to stay current on compliance rules and guidelines applying to the properties within the portfolio.

Maintenance & Security
  • Oversees unit inspections for move-in, move-out condition (pre/post inspections), and the successful completion of the process. Also oversees bedbugs and quarterly unit inspections.
  • Responsible for property exterior/interior inspections, curb appeal as well as ensuring contract work and work orders are completed. Meets contractors/suppliers.
  • Ensures that the preventive maintenance schedule is being completed in the time allotted.
  • Works with Facilities Management to understand budgetary constraints.
  • Responsible for the inventory and maintenance of PM purchases. Reviews the inventory control system.
  • Monitors turnovers and major replacements.
  • Maintains service agreements related to their properties.
  • Monitors energy/utility consumption to use against benchmark, identify and report problems.
  • Supervises data entry in Angus; reviews and tracks progress of service orders.
  • Audits on a monthly basis 2% of closed tickets/work orders for quality control.
  • Monitors and ensures execution of all aspects of site safety, accident and insurance reporting and emergency training.

Knowledge, Skills & Abilities:
  • Must be familiar with housing management, budgeting, housing agency regulations and the Low-Income Housing Tax Credit Program, HUD, Public Housing program/DCHA and comply with Fair Housing Laws.
  • Must possess strong organizational and management skills and the demonstrated ability to work as a critical member of a team that is committed to building strong communities.
  • Proficient with Microsoft Word and Excel. OneSite/Yardi proficiency.
  • Excellent verbal and written communication skills. Self-motivated, flexible, and detail oriented.
  • Ability to interact effectively with diverse audience with tact and courtesy.
  • Ability to physically inspect the property in its entirety to include walking/climbing stairs, and ability to withstand all weather conditions.
  • Must respond to 'after hours' emergencies.
  • Must possess and maintain a vehicle and valid driver's license with an insurable driving record history to obtain and maintain employment. The vehicle should be safe and reliable (mileage will be reimbursed).
