Job Summary
This project addresses the need for Project Management and Engineering support for Naval Information Warfare Systems Command (NAVWAR), and Naval Information Warfare Center (NIWC) Pacific.
Responsibilities and Duties
• Perform program management and engineering support tasking, as
• required, to support NIWC PAC and MCBH S6 program and project management teams. Services may be required for one or more phases, to include initiation, planning, execution, monitoring and control, and closeout.
• Develop and manage operations, and develop and update planning documentation, to include: Program and project management plans, Financial documentation ( such as budget estimates, cost estimates, spend plans, financial reports) Staffing plans, Plans of action, schedules and milestones, Work breakdown structures, Configuration management and control, Risk management plans, risk registers, risk matrices, and Quality plans and procedures,
• Provide services required for meeting planning and execution. These meetings may range from local NIWC Pacific meetings, to inter-office meetings between NIWC Pacific, program sponsors, and other stakeholders at various levels of the government.
• Generate, edit, proof, and distribute program documentation including program plans, status reports, and technical documentation in accordance with the program data management plan.
• Attend peer design review meetings, collect input from participants, and consolidate all comments and provide to the NAVFAC design team or Project design team.
• Create new or modify existing documents, processes, workflows, and Standard Operating Procedures (SOPs) to meet Program requirements and process improvement initiatives.
• Assist with annual reviews of Program Plans, Processes, and other related Program materials as required.
• Assist the ISP (Inside Plant) Manager, OSP (Outside Plant) Manager, Provisioner, and PMs in developing review briefs and artifacts.
• Perform Quality Assurance (QA)/Quality Control (QC) on Outside Plant (OSP) and Inside Plant (ISP) installations.
• Examine and check engineering drawings for compliance with cited specifications and to ensure necessary items are included in each drawing to support the assigned task.
• Conduct technical reviews of engineering and installation documentation to include IDPs, IRDs, As Builds, System and Platform SOVTs, Site Survey Reports, and BESEPs. Track required changes and make necessary corrections.
Qualifications and Skills
Required knowledge and years of experience
