Job Description
Title: Infrastructure Project Manager
Department: Department of Public Works
Overall Job Objective:
The Infrastructure Project Manager serves as the Department's principal manager for the planning, funding, delivery, and administration of the Town's Capital Improvement Program and project management center of excellence. Working under the general direction of the Director of Public Works, the position provides leadership for capital planning, standardized project practices, consultant management, grant administration, procurement, construction administration, project tracking, maintaining project portfolios, and interdepartmental coordination for projects involving transportation, water, wastewater, stormwater, municipal facilities, fleet, parks, and other public infrastructure.
The Infrastructure Project Manager works closely with the Director of Public Works, Assistant Director, DPW Engineering Technician, DPW Division Supervisors, other Town departments such as finance and planning, consultants, contractors, funding agencies, and regulatory officials to deliver projects from concept through completion. In partnership with administration, the position coordinates project development, field investigations, design, permitting, cost estimating, procurement, construction observation, recordkeeping, and project closeout, with responsibilities assigned based on the technical requirements and needs of each project. The Infrastructure Project Manager provides overall project leadership while leveraging staff expertise to ensure projects are delivered efficiently, comply with applicable regulatory and funding requirements, and support the Town's long-term infrastructure goals.
Work Schedule: 37.5 hours per week, which may include occasional weekends and evenings as required or requested.
The Public Works Department operates 24 hours per day, 7 days per week, and 365 days per year. This position may require evening or weekend work for construction activities, emergencies, public meetings, project deadlines, or other departmental needs, sometimes without significant advanced notice.

Wages: $95,042.15 annually, pro-rated to start date.
Title of Immediate Supervisor: Director of Public Works
Supervision Exercised: The position does not ordinarily exercise direct supervision over Public Works division employees. The Infrastructure Project Manager provides direction and coordination to the DPW Engineering Technician, consultants, contractors, inspectors, temporary/seasonal employees, and others engaged in assigned projects.
The position works collaboratively with the DPW Engineering Technician and may coordinate or assign project-related tasks within the scope of individual projects. This project coordination does not necessarily constitute direct personnel supervision unless specifically assigned by the Director of Public Works or their designee.
The position may also coordinate the project-related work of other Town departments and/or employees but does not replace the supervisory authority of the Assistant Director or division supervisors.
Essential Responsibilities:
Identifies, pursues, administers, and closes out federal, state, and local grant and loan programs in coordination with the Town's grant manager, ensuring compliance with funding requirements and reimbursement procedures.
Other duties, including the following:
o Attends Selectboard meetings when appropriate or necessary; may attend evening or weekend community or town events.
o Is accountable for all duties of this job, and other projects and responsibilities may be added at the Town's discretion.

Competencies Needed: The Town will consider any combination of relevant work experience, volunteering, education, and transferable skills a qualifying, unless specifically stated as required.
Bachelor's degree in civil engineering, construction management, public administration, environmental science, planning, business administration, or a closely related field; or an equivalent combination of education, training, and progressively responsible experience.
Five (5) or more years of progressively responsible experience in public infrastructure, construction management, engineering, municipal government, capital project management, grant administration, or a related field.
Possession and maintain a valid driver's license and the ability to travel to project sites, meetings, training, and emergency response locations as required.
Project Management Professional (PMP) certification or equivalent project management training.
Demonstrated ability to successfully manage multiple capital projects simultaneously through planning, design, permitting, procurement, construction, and project closeout while maintaining schedules, budgets, and regulatory compliance.
Working knowledge of municipal public works infrastructure, including transportation, drainage, stormwater, water, wastewater, municipal facilities, fleet, parks, or related public infrastructure systems.
Working knowledge of public procurement laws, consultant selection, contract administration, construction documentation, and municipal budgeting practices.
Experience preparing, administering, and closing out federal, state, or other public grants and loan programs is highly desirable.
Ability to interpret engineering plans, specifications, contracts, cost estimates, technical reports, regulations, and funding agreements.
Excellent project management, organizational, and time-management skills, including the ability to prioritize multiple assignments, coordinate competing deadlines, and manage complex capital programs.
Demonstrated analytical and problem-solving skills with the ability to identify issues, evaluate alternatives, make sound recommendations, and implement practical solutions.
Excellent written and verbal communication skills with the ability to prepare reports, grant applications, technical correspondence, public presentations, and recommendations for elected officials, regulatory agencies, consultants, contractors, and the public.
Ability to establish and maintain productive working relationships with the Director of Public Works, Assistant Director, DPW Engineering Technician, Town staff, consultants, contractors, regulatory agencies, funding organizations, elected officials, and members of the public.
Ability to lead multidisciplinary project teams by coordinating the efforts of engineering staff, operations personnel, consultants, contractors, utilities, and regulatory agencies to achieve successful project outcomes.
Proficiency with Microsoft Office applications. Experience with project management software, GIS, asset management systems, AutoCAD or Civil 3D, and municipal financial software is desirable.
Ability to work independently, exercise sound judgment, maintain accurate records, and make decisions with minimal supervision while managing sensitive or confidential information appropriately.
Commitment to continuous professional development and the ability to remain current with evolving public works practices, engineering standards, construction methods, funding opportunities, and applicable local, state, and federal regulations.

Work Environment: Work is performed in both office and field environments. Office work includes frequent sitting and extensive use of computers, keyboards, telephones, and electronic records. The employee must tolerate moderate noise levels, interruptions, and competing priorities.
Field work may occur at construction sites, highways, utility facilities, treatment facilities, municipal buildings, and other locations. Field conditions may include uneven terrain, adverse weather, moving vehicles and equipment, construction noise, dust, fumes, electrical hazards, excavations, confined work areas, and proximity to water or wastewater infrastructure.
The position requires the ability to bend, reach, walk over uneven terrain, climb stairs or ladders, and occasionally lift or move materials weighing up to 50 pounds. Appropriate personal protective equipment must be worn when required.
Physical Demand and Mental Effort: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential function of this position.
