POSITION SUMMARY
The Town of Holly Springs is seeking a Development Review Engineer to serve in the Development Services department. The Development Review Engineer position is responsible for overseeing, managing, and providing technical guidance and quality assurance/quality control during all phases of preliminary plan and construction drawing review and approval to ensure projects are planned and constructed in accordance with the Town's Standards and Ordinances.
SUPERVISORY RELATIONSHIPS
Reports to the Development Services Manager - Engineering. Works independently with general guidance from the Development Services Manager - Engineering to ensure coordination of objectives and priorities of the department. Directly supervises one or more of the Development Plan Reviewers.
The work schedule is business hours with occasional evenings and weekends. The starting annual salary is $84,070.40 Grade N).
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
1. Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to Town residents and businesses.
2. Supervises, evaluates, and determines work priorities for staff in accordance with their assigned duties and responsibilities to ensure successful operation; conducts performance reviews and completes associated personnel actions.
3. Participates in the interview and selection process of new employees. Provides training and instructions. Assigns and reviews work and prepares performance evaluations. Recommends employee transfers, promotions, disciplinary action, and discharge.
4. Supervises one or more Development Plan Reviewers, oversees, manages and provides guidance and quality control during all phases of preliminary plan and construction drawing review and approval related to public utilities and transportation.
5. Assigns new development project submittals to staff according to project complexity and workload.
6. Participates in and/or conducts general inquiry meetings, sketch plan (pre-submittal meetings) and developer conference meetings with developers, design professionals and owners for discussion of current and future development projects; provides UDO interpretations; meets with and negotiates with developers and design professionals on site design, public utilities, transportation, and Town policy issues.
7. Conducts detailed plan review of public utilities and transportation for assigned projects including Comprehensive Plan Amendments, Rezonings, Major and Minor Subdivision Plans, Development Plans, Special Use Permits, Variances, Amendments to previously approved plans, Construction Drawings, Recombination and Exempt Subdivisions, and Building Permits in accordance with the Town's Engineering Design and Construction Standards.
8. Provides technical review and manages engineering studies and analyses for transportation and public utility improvements related to development projects.
9. Facilitates conflict resolution and negotiations between multiple stakeholders during the preliminary development review process on items related to public utilities and transportation requirements.
10. Makes critical determinations that have significant financial and scheduling consequences for the development community and the Town.
11. Assists Engineering Manager, Division Manager, and administration in development of financial agreements between the Town and developers related to infrastructure requirements.
12. Facilitates conflict resolution and negotiations between multiple stakeholders during the preliminary development review process on items related to public utilities and transportation requirements.
13. Researches and prepares engineering reports necessary for decisions by management or boards regarding land use, zoning, and long-range planning issues; provides guidance to developers and design professionals on the consistency of their interests with Town requirements.
14. Serves as staff to the Planning Board, Board of Adjustment, Development Review Committee, Land Use Advisory Committee, and Town Council; prepares and presents to the Boards. Assists the public, developers, design professionals, contractors, and others with information, processes, technical guidance and other needs regarding presentations to these Boards.
15. Makes advanced use of software such as ESRI/SArcMap, Excel, Word, Publisher, PowerPoint, BlueBeam, and development tracking software. Serves as resource on public utility and transportation requirements for long range planning documents and plans.
16. Other duties as assigned.
KNOWLEDGE SKILLS AND ABILITIES
? Extensive knowledge of the local, state and federal laws, regulations, guidelines, standards, and codes related to the design and construction of roadway and utility infrastructure, structures and developments.
? Extensive knowledge of engineering mathematics and computer applications and ability to make and interpret complex engineering computations, including estimating time and materials' costs.
? Extensive knowledge of the technical ordinances, codes, regulations, and standards pertaining to public utilities, transportation and development including the UDO, DPM, Comprehensive Plan, Town Code, Town Policies and Procedures and the Engineering Design and Construction Standards.
? Thorough knowledge of basic governmental and administrative frameworks involved in the development process.
? Considerable knowledge of management practices and theory including employee communication, motivation, performance evaluation and rewards.
? Considerable skill in the collection, analysis and presentation of technical data and engineering recommendations effectively in oral and written forms.
? Considerable skill in discussing and describing issues in a clear, concise, and easily understood manner to people unfamiliar with the topic.
? Considerable skill in the collection, analysis and presentation of technical data and engineering recommendations, and ability to coordinate public participation processes.
? Considerable experience enforcing technical ordinances, codes, regulations, and standards pertaining to public utilities, transportation and development including the UDO, Comprehensive Plan, Town Code, Town Policies and Procedures and the Engineering Design and Construction Standards.
? Working knowledge of the design and operations of GIS and their specialized hardware and software applications.
? Skill to handle and appropriately resolve conflicts and sensitive situations with developers, citizens, and direct reports.
? Skill in showing sound judgment in management and supervisory roles.
? Ability to organize, supervise, and direct a group of direct reports and perform administrative functions such as budgeting and staffing.
? Ability to translate goals and objectives into workable plans, programs, and activities and initiate ideas and recommendations to the Engineering Manager.
? Ability to establish and maintain effective working relationships with employees, the development community, community groups, Town officials and the general public.
? Ability to plan, organize, and assign the work to staff and to provide training and performance coaching and evaluation.
? Ability to organize and perform the administrative and technical support functions of the assigned boards and committees.
? Ability to read and interpret site, grading, construction, landscape plans and associated engineering studies.
? Ability to plan, organize and coordinate large projects involving various interest groups and complete the project within established timeframes.
? Ability to express ideas effectively in oral and written forms and make effective presentations.
? Knowledge of methods and techniques in the scoping, design, bidding, construction, closeout, and maintenance of municipal projects.
? Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
? Ability to research and analyze detailed information and make appropriate recommendations.
? Ability to develop department goals and objectives.
? Knowledge of management and supervisory practices & principles, including the ability to make final employment recommendations, prepare performance evaluations, managing time off, and maintaining personnel records.

MINIMUM REQUIRED QUALIFICATIONS
• A Bachelor's degree in Civil Engineering, Construction Engineering and Management, or a related field and six (6) years' progressively responsible engineering and construction experience inclusive of Municipal engineering experience.
• Review experience with civil engineering projects, including municipal utilities, transportation, stormwater and land disturbance.
• Engineer Intern (EI) certification.
PREFERRED QUALIFICATIONS
• Professional Engineer (PE) License.
