Title: Application Development Analyst
Location: Tallahassee, FL 32301 (Hybrid - 3 Days)
Duration: 2+ Years
Job Description:
This position will support the Application Services Office with the System of Engagement (SoE) in the development and deployment of cloud solutions, GIS support, as well as other activities as outlined in the primary job duties/task
1. Experience in web-based application (ex. ESRI WebApps) development with ArcGIS Enterprise (minimum 8 years).
2. Experience with ArcGIS Enterprise a must (minimum 5 years).
3. Experience with ArcGIS Portal management a must (minimum 5 years).
4. Experience with ArcGIS Online (minimum 8 years).
5. Experience with SQL Server & Geodatabase management.
6. Experience with ArcGIS for Desktop and Extensions (minimum 5 years).
7. Experience with ArcGIS Pro and Extensions (minimum 5 years).
8. Experience with developing and maintaining documentation, including metadata.
9. Experience with Mongo, Express, React, or Node JS (MERN), .Net Core, Entity Framework, SQL Server, or Angular.
10. Experience with developing Cloud solutions or web-based ArcGIS APIs (ESRI JavaScript API, ArcGIS REST API, Portal API, etc. minimum 5 years).
Primary Job Duties/ Tasks
  1. Assist with the GIS System of Engagement (SoE) in the development and deployment of cloud solutions aimed at the integration of systems to ensure optimal resource utilization and a connected experience for all users of the Department.
  2. Assist with the AASHTOWare systems in the maintenance and upgrading of the product.
  3. Assist in the support the Application Services Team with activities that explore and optimize existing processes, applications, legacy systems, databases, web interfaces and/or hardware, in order to meet the new and emerging enterprise requirements in support of current and future business needs.
  4. Work with both internal and external customers to gather business requirements, develop deliverables, perform both database and data analysis allowing for effective sharing of information and adoption of core and new technology for all of the Department.
  5. Provide technical GIS support to FDOT Central Office and Districts in the use of GIS web map services and ArcGIS Enterprise (Portal & ArcGIS Server.
  6. Provide technical support related to ArcGIS Online, ArcMap, ArcGIS PRO, ArcGIS Portal, AASHTOWare and Server extensions and add-ons.
  7. Provide technical support to Central Office and Districts and the design and implementation of ArcGIS, ESRI WebApps and AASHTOWare projects.
  8. Assist in the installation, development, and management of ESRI ArcGIS Enterprise Environments and ESRI desktop software.
  9. Perform other technical assignments needed to support Application Services. These assignments include, but are not limited to Portal user account management, metadata collection and maintenance.

Specific Knowledge, Skills and Abilities (KSAs)
  1. Must have Experience with ArcGIS Enterprise and ArcGIS Portal management (minimum 5 years).
  2. GIS Data Management includes the application of governance practices, creation, and maintenance of metadata.
  3. Customer interactions identifying GIS solutions for streamlining their workflows and processes.
  4. Installation and configuration of Esri software suite.
  5. Knowledge of Mongo, Express, React, or Node JS (MERN) is desirable.
  6. Coordination with Transportation Technology Office for the development, testing, and deployment of applications.
  7. SDE Geodatabase design and management
  8. Assisting the Transportation Technology Office with troubleshooting web application issues and providing solutions as they occur.
  9. Provide and assist with technology and functional upgrades of GIS software and web applications.
  10. Migrate existing applications to the GIS Enterprise platform.
  11. Create, publish, and share as needed both map and data services for consumption within the ArcGIS software suite.
  12. Perform regular health checks on Portal content and web mapping sites and notify Administrators of any issues.
