Job description

Join the WCIRB! We are seeking an experienced and business-minded attorney to join our in-house legal team as Counsel. This role provides practical legal guidance and strategic counsel across a range of business and operational matters. Success in this role requires sound judgment, curiosity, resourcefulness, practical problem-solving skills and the ability to work collaboratively with cross-functional teams.

Essential Duties and Responsibilities

  • Serve as a key advisor to internal business stakeholders and executive leadership on a broad range of compliance, risk management, contractual, operational and business matters.
  • Draft, review and negotiate a variety of agreements and legal documents, such as contracts, regulations filings and policy endorsement forms, to ensure compliance with applicable laws.
  • Manage intellectual property matters, including trademark and copyright filings and other portfolio matters.
  • Manage outside counsel involvement on legal matters, including administrative appeals before the California Department of Insurance
  • Support internal quality assurance, governance and continuous improvement initiatives across the WCIRB.
  • Partner cross-functionally with executive leadership and business teams to support organizational objectives and initiatives.
  • Monitor and advise on evolving legal and regulatory developments affecting the WCIRB and California’s workers’ compensation insurance system.


Education, Experience and Skill Qualifications

  • Juris Doctor (JD) from an accredited law school.
  • Active CA bar membership in good standing.
  • Minimum of 2 years of legal experience, including experience in-house and/or at a law firm.
  • Ability to identify and assess legal risk, develop practical business-oriented solutions and implement effective risk mitigation strategies by synthesizing complex information and providing clear, well-reasoned guidance in collaboration with business partners.
  • Excellent interpersonal, communication and relationship-building skills.
  • Strong analytical, writing and problem-solving skills, with sound judgment and attention to detail.
  • Ability to manage multiple priorities and work effectively.


Preferred Qualifications:

  • Experience in the insurance industry and/or workers’ compensation matters is a strong plus.
  • Familiarity with regulatory and compliance issues related to insurance operations.
