Job Description

AECOM is seeking a Senior Program Manager (Water/Wastewater) with a proven track record in development and delivery of very large Water/Wastewater programs.  This role will have responsibility for delivery of integrated, technically complex, multi-year, multi-project programs with large capital value, multiple stakeholders and high public visibility. Facilities will include treatment, large water/wastewater/combined sewer overflow (CSO) conveyance and storage tunnels, structures, and large pump stations. The appropriately qualified applicant will be able to demonstrate an established career with experience in the Water industry and public agencies in New York and New Jersey.  Candidates will demonstrate a flexible and effective approach to management of all aspects of design, procurement and delivery of large capital programs. AECOM water business in the region is made up of professional technical and management experts in water/wastewater treatment and conveyance, water resources including storage, dams and stormwater management.

As a Senior Program Manager at AECOM, you will have the opportunity to deliver world-class programs that create positive social, economic and environmental outcomes, leading complex, multidisciplinary teams across diverse sectors and working with key clients and stakeholders to achieve their goals.

Responsibilities include but are not limited to:

  •  Develop, lead and deliver large capital program(s) from planning through design and construction to final completion
  • Identify and assess major program risks and develop and implement strategies to mitigat

  • Develop optimal approaches to program technologies, budgets, schedules and procurement

  • Act as primary liaison between AECOM, Client, and principal Stakeholders

  • Support and participate in meetings, including public meetings

  • Implement effective technical and management leadership and strategic direction to support successful program delivery

  • Provide overall oversight, metrics and reporting on program scope/schedule/budget adherence for key tasks and program goals

  • Provide leadership, direction and guidance to subordinate managers, staff and sub-consultants

  • Drive good and timely decision making that supports the program objectives and goals

  • Advocate for ethical and safe working practices and implement an effective safety and quality oversight program

  • Accountable for overall financial success and delivery of the program(s)

  • Collaborate with AECOM's global water resources planning and engineering resources and our digital AECOM team and tools

  • Coordinate with AECOM's multidisciplinary planning, engineering and management practices

  • Actively implement Client, company and project policies

Qualifications

Minimum Requirements:

  • BS in Civil or Environmental Engineering, Construction Management or related degree, and extensive experience in the planning, design and delivery of water/wastewater infrastructure projects, including conveyance, storage and tunnel projects
  • Registered Professional Engineer and the ability to obtain a New York or New Jersey Professional Engineer's License within 6 months of hire date

  • Demonstrated knowledge of water and wastewater treatment, pumping stations, collection and distribution systems

  • Proven client/consultant relations experience

Preferred Qualifications:

  •  20 years of related experience in water/wastewater/water resources consulting and engineering management
  • 12 years of experience as program manager for the planning, design and construction of complex water/wastewater infrastructure programs valued >$500M

  • Candidates who are currently a registered Professional Engineer in the State of New York and New Jersey are highly preferred

  • Strong written and verbal communication skills

  • Participation in water community activities including Water Environment Federation and American Water Works Association

  • Proven ability of leading business development activities, pursuing new clients/projects, and managing project deliveries

  • Proven leader with an interest in developing and mentoring team members and demonstrated
