Water Distribution Supervisor Jobs (NOW HIRING)

General Statement of Duties

This exempt position is responsible for supervising, planning, scheduling, assigning, and reviewing the work of employees assigned to the potable water distribution system. This position is responsible for the operation, maintenance, repair, inspection, and performance of distribution system assets, including water mains, valves, hydrants, service lines, blowoffs, pressure reducing valves, air/vacuum valves, meters and appurtenances, pressure zones, distribution-related pumping or storage interfaces, and field response activities.

Works under the direct supervision of the Water Production & Distribution Manager and the general direction of the Director of Operations.

Primary Duties and Responsibilities

• Supervises assigned employees.  Supervisory duties include, but are not limited to:

• Management and coaching of assigned employees, workload prioritizing, performance evaluations, review and approval of timesheets, disciplinary documentations, worker’s compensation paperwork and employee safety issues.

• Plans, coordinates, and oversees the operation, maintenance, inspection, testing, repair, and documentation of the potable water distribution system, including valves, hydrants, pressure control devices, service lines, and related infrastructure.

• Provides daily operational direction for water mains, valves, hydrants, service lines, blowoffs, pressure reducing valves, air/vacuum valves, distribution appurtenances, and related field infrastructure.

• Coordinates work schedules, manpower needs, crew assignments, on-call coverage, emergency response coverage, and daily field priorities.

• Oversees leak detection, main break response, service line repairs, valve repairs, hydrant repairs, emergency shutoffs, service restoration, field investigations, and distribution system troubleshooting.

• Monitors and manages distribution system pressure zones, flow conditions, service reliability, pressure complaints, low-pressure issues, high-pressure concerns, and operational changes that may affect customers or system performance.

• Coordinates with water production, treatment, engineering, water quality, maintenance, customer service, contractors, and other departments to maintain reliable distribution system operation.

• Supports distribution system water quality initiatives through flushing programs, sampling coordination, disinfectant residual monitoring, field investigations, customer complaint response, and implementation of corrective actions.

• Coordinates flushing requirements with Groundwater Production and Water Purification Plant staff to manage source supply and storage impacts.

• Ensures distribution system work is performed in accordance with approved SOPs, safety requirements, regulatory requirements, water quality standards, and District procedures.

• Supports compliance with applicable Federal, State, and local drinking water regulations related to distribution system operation, monitoring, public health protection, water quality, reporting, and corrective action.

• Coordinates with assigned staff and appropriate program owners on cross-connection control and backflow prevention activities, including field support, investigations, program documentation, and corrective action follow-up.

• Maintains distribution system asset, operational, and regulatory records; analyzes and reports performance data; and supports asset management, maintenance planning, GIS updates, and lifecycle replacement strategies.

• Plans, schedules, and coordinates corrective, preventive, and predictive maintenance activities for distribution infrastructure.

• Uses SCADA, GIS, work order systems, field maps, as-builts, databases, and other technology to monitor system conditions, plan work, document activities, and support operational decision-making.

• Operates and monitors the WISE system utilizing a SCADA computer system and manual control processes to ensure safe and efficient system operations.

• Troubleshoots distribution system issues and works closely with maintenance, IT, engineering, contractors, vendors, and other departments for equipment repairs, system investigations, inspections, and project support.

• Coordinates and oversees distribution system projects, contractor activities, utility locates, shutdown planning, inspections, and construction support to ensure work is completed safely, efficiently, and in compliance with District standards.

• Establishes procedures and work methods to economically and effectively utilize personnel, equipment, vehicles, tools, inventory, and distribution assets.

• Reviews and analyzes work methods, equipment condition, field performance, repair trends, water loss indicators, and maintenance records to improve effectiveness and efficiency.

• Develops, writes, edits, updates, and trains staff on SOPs for distribution operations, field repairs, valve operations, flushing, hydrant maintenance, emergency response, isolation, pressure control, and water quality response.

• Verbally reports emergencies, abnormal conditions, major malfunctions, water quality concerns, distribution outages, and public safety concerns to the Water Production & Distribution Manager and initiates proper action in accordance with approved procedures.

• Supports departmental budgeting, purchasing, inventory control, work order management, and equipment maintenance planning.

• Ensures safe work zone practices, traffic control coordination, excavation safety, confined space awareness, trenching/shoring safety, equipment safety, PPE use, and standardized field safety practices.

• Serves as a District representative by responding to customer inquiries, resolving service-related concerns, communicating operational impacts, and maintaining positive public relations.

• Attends technical, regulatory, leadership, and safety training meetings, courses, and seminars as required.

• May act as the Water Production & Distribution Manager as needed and will be a resource to others to solve problems.

• Submits budget and expenditure estimates and reports for operation and maintenance of the plant to the Water Production & Distribution Manager.    

• Generates P.O. requests, schedules work orders and equipment repairs.

• Handles hazardous and non-hazardous chemicals during delivery, storage and use.

• Routinely performs physical cleanup and housekeeping of work areas, equipment, and buildings using standard cleaning equipment and material, and chemical cleaning procedures.

• Assists with District public relations by conducting plant tours; representing the District in the community; or responding to telephone inquiries and complaints.

• Other duties as assigned.

• Solid supervisory and leadership skills, including the ability to direct, coach, train, and evaluate operators and field crews of varying education, certification, and practical skill levels.

• Strong knowledge of Federal, State, and local drinking water regulations, permitting requirements, monitoring expectations, and distribution system public health requirements.

• Strong knowledge of potable water distribution system operation and maintenance, including water mains, valves, hydrants, service lines, blowoffs, PRVs, air/vacuum valves, meters, pressure zones, storage interfaces, pumps, and related appurtenances.

• Knowledge of distribution system water quality, disinfectant residual maintenance, flushing, stagnation control, main disinfection, bacteriological sampling coordination, customer complaint investigation, and response to water quality events.

• Knowledge of cross-connection control and backflow prevention principles and field coordination needs.

• Knowledge of water loss control, leak detection, pressure management, valve and hydrant maintenance, system isolation, shutdown planning, fire flow considerations, and customer service reliability.

• Ability to accurately compile, analyze, interpret, and trend field data to troubleshoot distribution issues, identify maintenance priorities, support asset management, and improve system reliability.

• Working knowledge of SCADA, GIS, work order systems, field mapping, as-builts, asset records, and operational databases.

• Knowledge of hydraulic, mechanical, construction, excavation, and utility maintenance principles sufficient to inspect work, identify issues, and coordinate repairs.

• Ability to organize work, manage competing priorities, meet deadlines, maintain emergency response readiness, and provide clear direction to field crews.

• Ability to coordinate effectively with water production, treatment, water quality, maintenance, engineering, customer service, contractors, vendors, regulatory agencies, and other departments.

• Ability to read, interpret, and apply Safety Data Sheets, safety rules, operating instructions, maintenance manuals, SOPs, blueprints, record drawings, GIS maps, technical documentation, and utility standards.

• Ability to operate basic hand tools, power tools, field testing equipment, locating equipment, vehicles, and distribution-related equipment safely and efficiently.

• Ability to communicate clearly, concisely, and professionally both verbally and in writing.

• Ability to deal tactfully and professionally with employees, supervisors, contractors, regulators, customers, and the public.

• Ability to identify unsafe conditions, apply safety principles, use PPE appropriately, and promptly report accidents or hazardous conditions.

• Ability to implement innovative methods to improve reliability, field productivity, water quality, safety, asset management, and staff performance.

• Colorado Class IV Distribution certification required or must be obtained within 6 months of hire.

• Colorado Class D Water Treatment certification required or must be obtained within 12 months of hire. 

• Higher-level treatment certifications are strongly encouraged and may be required based on operational needs. 

• Experience supervising certified distribution operators or field crews in a municipal or special district utility environment. 

• Colorado Class B CDL with tanker and Hazmat endorsement and removal of air brake restriction required or must be obtained within 24 months of hire, if required for assigned vehicles, equipment, or operational duties.

• Backflow prevention/cross-connection control certification, traffic control certification, confined space training, trenching and shoring training, or other safety certifications may be required based on assigned duties.

• Must have a Motor Vehicle Record within the Acceptable or no less than Borderline rating according to the Vehicle Policy.

• Monday through Friday, weekends and after hours as needed.

• Subject to respond to emergency calls related to on-site situations as well as emergencies outlined in the District’s Emergency Response Plan.

• May perform strenuous physical labor and stand for extended periods of time.

• May work in a water treatment plant where elevated levels of noise, irritants, dust, dirt, bacteria, hazardous chemicals/air/materials and fumes are always present.

• May work in a wastewater plant where elevated levels of noise, irritants, dust, dirt, bacteria, hazardous chemicals/air/materials and fumes are always present.  May come into contact with raw wastewater.  The Hepatitis B Vaccine is strongly recommended and is offered at no cost by the District.

• Work may take place outside in all weather conditions.  May be exposed to risks typically associated with working around water, chemicals, electricity and other man-made and natural hazards. 

• Use of a respirator may be required for some tasks and may work in confined spaces.

• Lifting and handling objects up to 50 pounds occasionally and/or up to 20 pounds frequently. 

• Frequently performs activities requiring a full range of body movements including stooping, twisting, kneeling, bending, leaning, reaching, climbing (heights), stretching and working in awkward positions. Requires eye/hand and hand/foot coordination for operation of tools, equipment and driving vehicles.

• Vision required to read manuals and record data and monitor and observe instruments and gauges; hearing/listening required for troubleshooting and warning signals; speech communication required to provide technical information and communicate with employees and citizens.
