Water Authority General Manager Jobs (NOW HIRING)

Bedford Water is seeking a dedicated Water Compliance Technician position. This position is responsible for providing administrative assistance in the form of sampling and assuming the responsibility of maintaining records and reporting for the Bedford Regional Water Authority (“Bedford Water”).
Responsibilities
• Conduct sampling and information gathering associated with sampling as required for regulatory compliance purposes. Assist Water Operations with reporting and planning of essential testing.

• Assist with Health Department inspections.
• Act as the primary contact in response to customer complaints and concerns on water quality issues.
• Drafting and completing permit applications and renewals, including permit amendments when operational, treatment, discharge, or facility changes occur.
• Coordinating with regulatory agencies such as: Virginia Department of Environmental Quality (DEQ), Virginia Department of Health (VDH), and Environmental Protection Agency (EPA).
• Administer Lead and Copper Rule compliance activities, including sample scheduling, test kit distribution and collection, regulatory tracking, and customer notifications.
• Tracking permit deadlines, reporting requirements, and compliance obligations.
• Communicate with regulators during permit reviews, inspections, and approvals.
• to consumer concerns on quality issues.
• Maintain a thorough knowledge of federal, state, and municipal laws and regulations pertaining to protection of potable water systems, including waterworks regulations, applicable building codes, and the Safe Drinking Water Act.
• Review drinking water monitoring regulations and recommended compliance schedules.
• Assist the Water Operations Manager with budget preparation, inventory, and purchasing for the department.
• Ensure compliance with the backflow prevention and cross-connection control program, including monitoring, coordination, and regulatory reporting.
• Gather data and prepare the consumer confidence report (CCR).
• Keep assigned vehicle clean and in good working order.
• Perform work in a safe and responsible manner.
• Perform other tasks and duties as assigned by the Water Operations Manager.

Qualifications:

• High School diploma or GED
• A valid Virginia Driver’s license
• Have and maintain a good driving record that complies with Bedford Water’s Vehicle and Equipment policy.
• Possess sufficient computer skills, including a working knowledge of Microsoft Office® and Excel.
• Be able to maintain operation and data logs and prepare reports.
• Be able to follow verbal and written instructions and communicate effectively orally and in writing.
• Be able to establish and maintain working relationships with employees, other agencies, and the public.
• Be organized and self-motivated.

Additional Information:

• This position has no supervisory responsibilities.
• Normal work hours are from 7:30 a.m. to 4:00 p.m. Monday through Friday with a thirty (30) minute lunch break. On occasion, alternate schedules and/or after-hours work may be required. This position is subject to after-hours calls, as necessary. The position is considered essential personnel.
• This position operates within the established organizational framework of Bedford Water and is responsible for adhering to departmental reporting structures, supervisory direction, and established lines of authority.

• This classification involves frequent physical agility requirements such as climbing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, repetitive motions, and manual dexterity.
• Sensory requirements include standard vision requirements, ability to express ideas, and ability to hear information at normal spoken word levels.
• Work involves frequent walking, standing, climbing, stooping, kneeling, and crawling.
• Physical agility is required for pushing, pulling, reaching, and repetitive motions.
• Frequent physical exertion of up to 25 pounds and occasional exertion up to 50 pounds.
• Work is frequently performed outdoors in various weather conditions and near moving mechanical parts.
• Work is performed in an environment with moderate noise level.

A Water Authority is a public or quasi-public organization responsible for the management, protection, treatment, and distribution of safe drinking water and, in many cases, wastewater and stormwater services within a defined geographic area. Its primary mission is to ensure reliable access to clean, affordable water while protecting public health and the environment.
Water Authorities plan, operate, and maintain water supply infrastructure such as reservoirs, treatment plants, pipelines, pumping stations, and sewer systems. They are also responsible for monitoring water quality to meet or exceed federal, state, and local regulatory standards, including environmental and public health requirements.
In addition to daily operations, Water Authorities engage in long-term planning to support population growth, infrastructure sustainability, and climate resilience. They may oversee conservation programs, emergency preparedness, infrastructure upgrades, and customer education initiatives to promote responsible water use.
