Job Summary

The Emergency Management Planner is responsible for planning, coordinating, implementing, and evaluating comprehensive emergency management, homeland security, preparedness, mitigation, response, recovery, and continuity of operations programs for the City of Brownsville. The position serves as the City's WebEOC Administrator, ensuring the operational readiness, administration, maintenance, and continuous improvement of the City's emergency management information system. The position directly supervises the Emergency Preparedness Coordinator and provides leadership in emergency planning, Emergency Operations Center (EOC) readiness, emergency exercises, grant administration, regulatory compliance, and multi-agency coordination to strengthen the City's disaster preparedness and resilience. During emergency incidents and disasters, the position serves in a key operational role supporting EOC activations, incident management, and recovery operations.

Key Functions/Knowledge/Skills

Coordinate and maintain the City's Emergency Operations Plan (EOP), annexes, SOPs, and emergency management program to ensure compliance with local, state, and federal requirements.
Serve as the City's WebEOC Administrator by managing system configuration, user accounts, security permissions, board maintenance, system testing, training, technical support, and coordination of upgrades with vendors and Information Technology.
Supervise the Emergency Preparedness Coordinator by assigning work, reviewing performance, providing technical guidance, approving work products, and ensuring completion of preparedness initiatives.
Develop, coordinate, facilitate, and evaluate emergency management training, workshops, tabletop exercises, functional exercises, and full-scale exercises for City departments and partner agencies.
Coordinate Emergency Operations Center (EOC) readiness by maintaining equipment, communications systems, resource inventories, staffing plans, and activation procedures.
Develop Incident Action Plans (IAPs), event action plans, emergency response plans, and operational documents for planned events, disasters, and special incidents.
Coordinate disaster preparedness, mitigation, response, and recovery activities with City departments, county, state, federal agencies, nongovernmental organizations, and private-sector partners.
Administer emergency management grants, maintain required documentation, monitor project compliance, prepare reimbursement requests, and complete required reports.
Monitor emergency incidents, severe weather, and other hazards; provide situational awareness; maintain WebEOC incident information; and support EOC activations and emergency response operations.
Conduct public outreach and preparedness education through presentations, community events, training, and educational campaigns to improve community resilience.
Prepare reports, policies, procedures, correspondence, presentations, performance measures, and other administrative documents supporting Emergency Management operations.
Coordinate continuity planning, critical infrastructure protection, and homeland security initiatives to enhance City preparedness and resilience.
Maintain emergency resource databases, mutual aid agreements, contact lists, inventories, and emergency management records.
Research best practices, regulatory changes, and homeland security guidance to recommend improvements to emergency management programs and operational capabilities.
Perform other emergency management duties as assigned, including deployment during emergency activations, disasters, and special events requiring extended work hours.

Minimum Education & Experience

Bachelor's degree plus two years of experience, or associate's degree plus four years of experience, or high school graduation or GED plus six years of experience.

Special Certifications & Licenses

Valid Texas Driver's License.
