30% OR MORE DISABLED VETERAN:30% or More Disabled Veteran is a special hiring authority that allows an agency to non-competitively appoint any veteran with a 30% or more service-connected disability.
Eligibility Requirements: To be eligible, you must be any of the following veterans:
- Disabled veteran who was retired from active military service with a service-connected disability rating of 30% or more; OR
- Disabled veteran rated by the Department of Veterans Affairs (VA) as having a compensable service-connected disability of 30% or more.
Grade Level Restriction: You may be appointed at any grade level and for any job for which you qualify.
Trial Period: 1-year
Appointment: You are hired under a time limited provisional appointment, lasting more than 60 days in the competitive service; however, at management's discretion you may be noncompetitively converted to a permanent career or career-conditional appointment at any time during the time-limited appointment. There is no requirement that you will be converted to a permanent position.
VETERANS RECRUITMENT APPOINTMENT (VRA):Veterans Recruitment Appointment is a special hiring authority that allows an agency to non-competitively appoint any eligible veteran.
Eligibility Requirements: To be eligible, you must be any of the following veterans:
- Disabled veteran; OR
- Veteran who served on active duty in the Armed Forces during a war, or in a campaign or expedition for which a campaign badge has been authorized; OR
- Veteran who, while serving on active duty in the Armed Forces, participated in a United States military operation for which an Armed Forces Service Medal was awarded (includes the Global War on Terrorism Service Medal); OR
- Recently separated veteran (within 3 years of discharge or release from active duty).
In addition to meeting the criteria above, you must have been separated under honorable conditions (i.e., you must have received either an honorable or general discharge).
Grade Level Restriction: You may be appointed at any grade level up to and including the GS-11 and for any job for which you qualify. (The promotion potential of the position is not a factor.)
Trial Period: 2-years
Appointment: You are hired under an excepted service appointment to a position that is otherwise in the competitive service. After two years of satisfactory service, you will be noncompetitively converted to a career or career-conditional appointment in the competitive service.
NOTE: If there are 2 or more VRA candidates and 1 or more is a preference eligible, veterans' preference must be applied.
INDIVIDUALS WITH DISABILITIES (SCHEDULE A):Schedule A, 5 CFR 213.3102(u), is a special hiring authority that allows an agency to non- competitively appoint individuals who have a psychiatric, intellectual or severe physical disability.
Eligibility Requirements: To be eligible, you must show proof of your disability. A letter documenting disability under the Schedule A hiring authority 5 CFR 213.3102 (u) from one of the following sources:
- A licensed medical professional (e.g., a physician or other medical professional certified by a State, the District of Columbia, or a U.S. Territory to practice medicine); OR
- A licensed vocational rehabilitation specialist (i.e., State or private); OR
- Any Federal or State agency, or agency of the District of Columbia or a U.S. territory that issues or provides disability benefits.
Grade Level Restriction: You may be appointed at any grade level and for any job for which you qualify.

IN ADDITION TO MEETING ONE OF THE ELIGIBILITY REQUIREMENTS FOR A SPECIAL HIRING AUTHORITY LISTED ABOVE; TO BE CONSIDERED YOU MUST ALSO MEET THE QUALIFICATION REQUIREMENTS FOR THE POSITION:You must meet the requirements for the position based on the job type, which can include education, physical qualifications, typing requirements, etc.
Qualifications determinations will be assessed based on the Office of Personnel Management (OPM) General Schedule Qualifications Standards.
General Experience: (1) Any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience are not required to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet the experience requirements (or a substitution of education for experience or equivalent combinations of successfully completed post-high school education and experience, if applicable) for the specific position being filled. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Superior Academic Achievement (SAA): For applicable GS-07 grade level positions, is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of:
- 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
- 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
Note: Grade-point averages are rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
(3) Honor Society Membership - Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies.
Education must be from an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
Foreign Education: Education completed in foreign colleges or universities may be used to meet the qualification requirements. You must show the education credentials have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials and such education has been deemed equivalent to that gained in an accredited U.S. education program.
