Purpose

The Senior Vice President, Capital Project Management & Execution, is the senior executive accountable for delivering the regulated capital program. Liberty Utilities serves more than 1.2 million customers across three commodities: Electric, Gas & Water.

Over the next three years, Liberty Utilities will deploy $3.2B in capital across 13 U.S. states, one Canadian province, Bermuda, and Chile. The capital program is expected to grow further as demand for energy and water increases across our service territories. The SVP is accountable for delivering these projects safely, on time, and on budget.

Reporting to the Chief Operating Officer, the SVP partners closely with Finance, Regulatory, HR, Customer, and IT executive leaders and provides oversight of capital investments across the enterprise. The SVP leads with strong commercial discipline, brings deep project delivery experience, and embraces an innovative, collaborative leadership approach.

This role advances Liberty Utilities' long-term growth strategy by delivering safe, reliable, and affordable energy & water, and reinforcing our commitment to four key stakeholders: customers, communities, employees, and investors.

Accountabilities

Capital Program Governance & Team Development

  • Develop and implement capital project governance structure, including project stage gating and approval processes.
  • Engage with Office of the Chief Executive and Board of Directors to provide capital program updates and obtain project approvals.
  • Foster constructive labor and contractor relationships while maintaining financial discipline and operational flexibility.
  • Lead, develop, and retain a diverse workforce with strong succession planning and leadership development.
  • Promote a culture of accountability, inclusion, engagement, and performance excellence across the organization.
  • Design and implement Capital Project Management & Execution team organizational structure to effectively execute capital program.
  • Measurable outcomes (e.g., safety performance, schedule adherence, budget performance, regulatory outcomes).

Capital Project Development

  • Ensure capital projects on gas, electric, and water systems are developed with robust safety and compliance plans. Champion a strong safety culture through visible in-field leadership and clear executive accountability.
  • Allocate and prioritize capital to achieve objectives of system integrity, emergency preparedness, and asset lifecycle management programs.
  • Lead large-scale capital programs focused on safety, reliability, resiliency, and long-term system sustainability.
  • Ensure capital deployment aligns with regulatory frameworks, customer needs, and investor expectations.
  • Support Liberty Utilities' infrastructure modernization efforts and evolving energy and water strategies, including responsible participation in the energy transition.

Capital Project Execution

  • Execute contractor and supplier strategies to ensure adequate, timely, and cost-effective resources and materials to deliver the capital program. Foster productive and cost-effective contractor and supplier relationships.
  • Drive capital execution excellence through performance metrics, continuous improvement, cost discipline, capital optimization, and modernization initiatives.
  • Lead annual capital budgeting and long-range planning processes, including productivity initiatives, project budget scrubs, and project optimization.
  • Collaborate with Finance and Corporate leadership to support capital budgeting and forecasting processes, disclosures, and investor communications.

  • Safety, Reliability & Risk Management: Industry-leading safety performance, system reliability, and effective oversight of enterprise risks.
  • Regulatory Outcomes & Stakeholder Credibility: Predictable, constructive regulatory outcomes and cost recovery for capital projects.
  • Financial Performance & Capital Discipline: Sustainable earnings performance and capital discipline.
  • Labor Relations, Workforce and Contractor Stability: Stable, productive labor, contractor, and supplier relationships to effectively deliver the capital program.
  • Effective Leadership: A strong and engaged leadership bench that fosters a culture of accountability and high performance across the Capital Project Management & Execution team.
Education and Experience
  • Bachelor's degree in engineering, business, finance, or a related field required; MBA or advanced degree preferred.
  • 15+ years of senior leadership experience within an investor-owned utility or regulated infrastructure environment.
  • Safety leadership demonstrated in utility and large capital-intensive projects.
  • Project management and capital program execution experience.
  • Commercial experience negotiating contractors and material contract agreements.
  • Experience supporting engagement with public utility commissions and regulatory bodies.
