OUR MISSION

The mission of the Georgia Student Finance Commission is to promote and increase access to education beyond high school for Georgians. To achieve this mission the commission administers state and lottery-funded student financial aid programs including the HOPE Scholarship and HOPE Grant and provides college planning and other educational services to more than 2 million Georgians through GAfutures.org. The commission seeks to improve its own operations and inform policymakers and other stakeholders through analysis, interpretation and publication of information using the extensive data collected in support of its programs.

DESCRIPTION

Under the general direction of the Chief Operating Officer, provides leadership and oversight for the administration and operations of the agency's scholarship, grant, and loan programs. Ensures programs are administered accurately, efficiently, and in accordance with applicable laws, regulations, policies, and program requirements.

Provides direction to Program Administration managers and staff responsible for program administration, including applications, originations, disbursements, reconciliations, loan servicing, customer service operations, and related functions. Establishes operational priorities, performance expectations, procedures, and quality standards.

Works collaboratively with other agency divisions to implement new programs, legislative and regulatory changes, operational improvements, and system enhancements. Serves as a senior subject-matter resource for student aid administration and resolves complex or escalated operational, programmatic, and applicable constituent matters.

JOB RESPONSIBILITIES

• Provides leadership and direction for the administration of the agency's scholarship, grant, and loan programs.
• Directs Program Administration managers and establishes operational priorities, goals, and performance expectations.
• Ensures the delivery of high-quality customer service across Program Administration.
• Ensures student aid programs are administered in accordance with applicable laws, regulations, policies, procedures, and program requirements.
• Directs key program operations, including applications, originations, disbursements, reconciliations, loan servicing, and related functions.
• Coordinates the implementation of new programs and legislative, regulatory, policy, and operational changes.
• Directs the development and delivery of training and technical assistance for participating high schools, postsecondary institutions, and other stakeholders to support accurate and consistent administration of state financial aid programs.
• Collaborates with Information Technology and other agency divisions on system enhancements, process improvements, and cross-functional initiatives.
• Monitors program operations, performance measures, quality controls, and funding activity to promote accuracy, efficiency, accountability, and program integrity.
• Resolves complex and escalated operational and programmatic issues and coordinates with participating institutions, vendors, and other stakeholders as appropriate.
• Develops and maintains effective procedures, controls, reporting mechanisms, and operational standards.
• Provides leadership, coaching, and professional development to Program Administration personnel and promotes a collaborative, accountable, and customer-focused work environment.
• Supports the Chief Operating Officer in accomplishing agency operational goals and priorities.
• Performs other duties and special projects as assigned by the Chief Operating Officer.

MINIMUM QUALIFICATIONS

Bachelor's degree from an accredited college or university and a minimum of ten years of progressively responsible professional experience in student financial aid, student loan administration, banking, financial services, government program administration, higher education administration, or a related field.

Demonstrated management experience leading professional staff and complex operational functions.

Strong analytical, problem-solving, organizational, communication, and interpersonal skills, with demonstrated ability to interpret and implement laws, regulations, policies, and program requirements.

An equivalent combination of education and relevant professional experience may be considered.

PREFERRED QUALIFICATIONS

Master's degree from an accredited college or university.

Significant management experience in student financial aid, higher education administration, government program administration, financial services, or a related field.

Deep knowledge of Georgia's state financial aid programs and the operations of the Georgia Student Finance Commission.

Experience administering scholarship, grant, and/or student loan programs.

Knowledge of federal student financial aid programs and administration and FAFSA application.
