Job description

Overview

PenFed is hiring a (Hybrid) VP Operations Data & Insights at our San Antonio, Texas; Eugene, Oregon; Omaha, Nebraska; Papillion, Nebraska or Tysons, Virginia location.  The primary purpose of this job is to lead and transform Operations Data Delivery functions and to ensure value creation across the division through advanced analytics, machine learning (ML), and artificial intelligence (AI). This position will also be responsible for delivering advanced data analytics capabilities and AI/ML solutions to senior Operations leadership and ultimately to our members. The VP of Operations Data & Insights will work with his/her peers to ensure Enterprise Data governance, Data quality, error-free deployment of IT capabilities.  This individual will serve as a thought leader in applied analytics, guiding senior Operations leaders in developing high-value AI/ML use cases.  This role will also oversee our Voice of the Member (VoM) program, that aggregates member interaction, surveys, and other datapoints to drive predictive analytics and business process optimization in our member-facing channels.

  • Act as a crucial change agent in the divisional strategy to leverage internal and external data assets to fuel data applications and Cognitive/AI/ML driven advanced analytics.
  • Create and drive the data architecture and roadmap, assess and optimize the Operations data infrastructure, and maintain an overarching data/tools ecosystem to support advanced analytics, and interoperability internally and externally.
  • Serve as a change agent in PenFed’s continued transformation towards a data-driven enterprise.
  • As a trusted advisor to senior Operations leadership, this individual will lead the development of the data strategy, roadmap, and execution, transforming provider, member, partner engagement through data, and the enablement of advanced analytics.
  • Oversee and optimize both data and analytic platforms that deliver value added solutions to PenFed members and business units.
  • Act as strong cross-functional leader to liaise with other executives and work collaboratively with different business verticals to orchestrate a federated approach to data and analytic platforms.
  • Create and establish a strategy and vision that shapes and drives data and supports analytics to enable PenFed to be a Data driven organization serving member needs.
  • Partner with leaders and stakeholders to introduce automation, artificial intelligence, and predictive learning initiatives
  • Support the data governance program, ensuring that data standards, data quality, and metadata management conforms to established corporate standards
  • Strive to both reduce the cost of managing data, and, increase the value of the data.

  • Work closely with each business unit to identify solutions that align with the enterprise strategy, leveraging enterprise solutions, and when needed provide specific solutions that are unique for that business.

  • Lead, manage, and partner with cross functional teams to continually improve data governance, data quality, and data security in a multi-tenant environment; standardize data.

  • Serve as an advisor and consultant to business leaders across the enterprise, assisting leaders with understanding how they can best leverage their data to drive business outcomes

  • Promote and lead a culture of operational excellence and continuous improvement for the daily support of data and analytics platforms and constantly evolve and transform.

  • Develop, coach, and lead a high performing team, and manage a diverse team of professionals that focuses on maximizing performance, business impact and results, as well.

  • Oversee the Voice of the Member (VoM) program—which aggregates member interaction, survey, and additional datapoints to better understand member behavior, root cause analysis on gaps & opportunities, and drives business process optimization.

  • Collaborate with industry experts to understand emergent approaches to data management and platform development in the support of digital platforms, analytic platforms.

  • Helps safeguard PenFed’s computer and IT systems by monitoring staff adherence of all security policies and related training for individuals managed by this role. Take appropriate action working with IT Security and HR when necessary to address any security breaches.

Qualifications

Equivalent combination of education and experience is considered.

  • Bachelor’s Degree in Computer Science, Information Technology, or MIS.
  • Minimum of twelve (12) – fifteen (15) years or more of in data and/or applications management, including creating partnerships to drive data governance and quality, with five (5) years in a Director role or equivalent (i.e., leading a team, managing budgets, meeting deadlines, developing policies and guidelines, staff performance management)
  • Minimum of ten (10) years of broadly based, progressive information management and data strategy experience, preferably within Financial Services
  • Demonstrated experience building and leading enterprise data and analytics platforms, aligning stakeholders, and securing leadership support for strategic priorities.
  • Proven leadership and management skills, with the ability to set and execute a clear vision for an enterprise data delivery function.
  • Experience with modern, cloud-based platforms focused on security, privacy, and scalability, including leading modernization from legacy on-premises tools to cloud-enabled capabilities.
  • Experience with systems development, data visualization tools such as Tableau, and advanced analytics ecosystems.
  • Experience working with third-party delivery models, including offshore and nearshore teams.
  • Ability to effectively manage resources, priorities, and projects while balancing strategic priorities with day-to-day operational execution.
  • Hands-on knowledge of data management, analytics platforms, information management, quantitative methods, and IT security and infrastructure trends.
  • Strong influencing skills, with the ability to help senior leaders identify data-driven opportunities and use data to solve business challenges and drive outcomes.
  • Proven thought leadership in developing innovative tools, methodologies, and solutions, including cloud, big data, machine learning, and artificial intelligence.
  • Strong change management experience in complex organizations, with the interpersonal skills needed to drive alignment and adoption.
  • Exceptional analytical, written, verbal, presentation, and executive-level communication skills across multiple channels.
  • Experience using automation or A.I. tools preferred.

Supervisory Responsibility

  • This position will directly supervise employees
  • This position will also have matrix management supervisory responsibilities.
  • This position may manage contractual performance of 3rd party resources.

Pay Transparency 
The anticipated starting salary range for this role is $152,200.00 - $345,242.00
This position is eligible for an organizational performance based annual bonus, subject to board discretion and approval.
This position is eligible for an individual performance based annual bonus.
