Summary
This position is located in the Department of Veterans Affairs, Veterans Benefits Administration (VBA), Education Service (EDU). The Service department has wide responsibility for activities relating to administering VA educational assistance programs to Veterans, Servicemembers, National Guard and Reserve members, and eligible dependents for their military service to the Nation.

Specific duties include:
The incumbent serves as a statistician within the Data Analytics team in Education Service. The primary responsibility is to analyze operational and performance data generated at both the VBA program and field levels. These analyses provide support to and assist the VBA leadership in their decision-making responsibilities. The incumbent also supports the mission of the Department of Veterans Affairs and the Veteran Benefits Administration.
The incumbent is a highly skilled statistician responsible for collecting, analyzing and interpreting data; identifying trends and relationships in data; designing processes for data collection and communicating findings to internal and external stakeholders. Performing analysis of complex requirements and resource allocation problems using mathematical, statistical, or advanced modeling techniques.
The incumbent is responsible for the overall development, evaluation, coordination, and reporting of multi-discipline assessment, which include: development of independent program analysis and evaluation methodologies; analysis of alternatives; business case analysis; life cycle cost estimates; programmatic work breakdown structures; requirements validation and resource capabilities assessments. Utilizes advanced quantitative analytical techniques and methodologies, such as regression analysis, mathematical programming, modeling, simulations, conducting optimizations and automated tools. There is a need for the incumbent to have a strong background in mathematics and statistics in order to perform the functions assigned.
The incumbent exhibits knowledge of program operations, new legislation, automated systems, management initiatives, VBA programs, and stakeholder organizations. Develops and prepares reports, maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information to the supervisor.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
  • For a GS-14 position you must have served 52 weeks at the GS-13 level.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Specialized experience is defined as collecting, analyzing and interpreting data; identifying trends and relationships in data; designing processes for data collection and communicating findings to internal and external stakeholders. Performing analysis of complex requirements and resource allocation problems using mathematical, statistical, or advanced modeling techniques.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary, although some physical effort may be required to perform the duties of the position. The incumbent may sit to do much of the work. The nature of the work will place the incumbent often in a stressful situation and the incumbent must possess the maturity, and judgment to complete the work assignments. Some standing and walking is necessary.
