This position is for an experienced Supply Chain professional, executing strategic supply chain projects in support of the Power and Controls (P&C) portfolio.

The Manager, Supply Chain Management supports the Supply Chain organization by managing all activities related to Truth in Negotiations Act (TINA) compliance for supplier proposals and cost/price data. This role ensures that certified cost or pricing data is accurate, complete, and current, and that all stakeholders follow regulatory and internal process requirements. The role works closely with Sourcing, Program Management, Finance, Engineering, and Legal to mitigate compliance risk and enable successful proposals, negotiations, audits, and award processes.

This position is Hybrid and can be based in Windsor Locks, CT, Rockford, IL, or Phoenix, AZ.

What You Will do:

  • Coordinate all TINA-related activities for supplier proposals with various pieces of supply chain
  • Partner with Sourcing and Commodity Managers to identify cost discrepancies, perform cost/price analysis, and support negotiation strategies.
  • Maintain and track supplier submission status, clarifications, fact-finding inputs, and audit support documentation.
  • Organize and lead fact-finding sessions between suppliers and internal cross-functional stakeholders.
  • Ensure timely preparation and completion of Current Cost or Pricing Data (CCPD) packages.
  • Develop and maintain standardized templates, checklists, and guidance documents to ensure process consistency.
  • Provide training and guidance to internal teams on TINA requirements, data expectations, and best practices.
  • Monitor regulatory changes and support continuous improvement of processes to reduce compliance risk.
  • Work in a fast-paced environment and manage multiple priorities with tight deadlines.
  • Travel up to 10%.

Qualifications You Must Have:

  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience.
  • Strong understanding of TINA requirements, FAR/DFARS regulations, and government contracting processes.
  • Experience with supply chain, procurement, cost/price analysis, or program financials.
  • Excellent organizational skills and attention to detail.
  • Strong written and verbal communication skills, with the ability to interface effectively with suppliers and cross-functional teams.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
