Job Title: Director of Capture & Proposals

Industry: National Security / Government Contracting

Location (city, state): Arlington, VA

Assignment Type: Contract-to-Hire

Pay: $75–$80/hour; $165,000+ upon conversion

Work Schedule: Monday–Friday, 8:00 AM–5:30 PM; 40+ hours/week

The organization has deep expertise supporting the Special Operations and Intelligence communities and is currently in a growth phase.

Job Description:

Seeking a hands-on Director of Capture & Proposals to own and lead the full-cycle capture and proposal process. This is a high-visibility opportunity for someone who can operate independently, work directly with senior leadership, and help build the foundation for a future capture and proposals team.

Key Responsibilities:

  • Lead the full-cycle capture and proposal process from opportunity identification through final submission.
  • Develop and manage RFI/RFQ/RFP responses, proposals, white papers, and customer-facing materials.
  • Partner with internal and external stakeholders on capture strategy, pricing, writing, reviews, and production.
  • Analyze solicitation requirements and ensure 100% compliance.
  • Identify and monitor new opportunities within the Defense and Intelligence communities.
  • Build and continuously improve capture and proposal processes.
  • Communicate proposal strategy, timelines, and status to senior leadership.

Qualifications:

  • 5+ years of government contracting experience in capture and/or proposal management.
  • Active TS clearance required.
  • Experience supporting DoD, Defense, Intelligence Community, or federal government customers.
  • Strong understanding of RFI/RFQ/RFP processes and government procurement regulations, including FAR.
  • Strong proposal writing, editing, and project management skills.
  • Excellent written and verbal communication skills.
  • Able to operate at a high level with minimal supervision and take ownership of deliverables.
  • Bachelor’s degree preferred; equivalent experience will be considered.

Additional Details:

  • Reports directly to the CSO, a former Intelligence Officer.
  • 2-step interview process: virtual interview followed by CSO + CFO.
  • References completed after the first interview.
  • Onsite initially with hybrid flexibility upon conversion.
  • Active TS clearance will be verified by the client.
