Job Description
Summary Description: Under the direction of the Director of the IT Department of Cybersecurity and Technology Infrastructure, in the Division of Technology Services supervises and provides program management for the Enterprise System Administration team. Provides operational leadership for senior system administrators, senior system engineers, identity and access management specialists, server maintenance and backup technicians, information security analysts, cloud engineers, etc. Supervises and coordinates the planning, engineering, implementation, operation, monitoring, modernization, and continuous improvement of enterprise systems that support districtwide instructional, business, and administrative services. Ensure availability of enterprise applications by monitoring system performance, proactively addressing indications of future system failures and managing application and infrastructure lifecycles to ensure obsolete software and hardware are retired and refreshed. Provides technology leadership in the definition, integration, implementation, operation and administration of enterprise solutions by following internal procedures and industry best practices. Leads and supervises staff in designing and engineering the systems architecture for new or existing systems, platforms, and identity integrations for the enterprise. Manages and supports the enterprise resources that house, serve, and govern access to the technology systems used by staff and students, parents/guardians, and retirees. Coordinates disaster recovery and continuity of operations practices for enterprise systems. Leads and supervises IT engineers in both Enterprise Systems Architecture and Information Security; manages projects; and establishes processes and procedures that support all aspects of the technology infrastructure and core. This position leads operational governance and project delivery for enterprise systems initiatives, ensuring that services are secure, resilient, supportable, documented, and aligned with organizational standards, cybersecurity requirements, and business continuity expectations. Collaborates with key stakeholders and across enterprise technology teams, including central services staff, school-based staff, as well as, business partners to establish best practices and requirements for new and existing services for infrastructure, identity governance, provisioning, access, and continuity of operations Physical Demands: None Special Requirements: Ability to work a flexible schedule, including nights and weekends, as required by program activities and/or emergency situations.
Knowledge Skills Abilities:
Considerable knowledge of enterprise systems operations, project and process management, IT service management, change management, lifecycle management, and secure systems administration methodologies related to the design, development, implementation, modernization and support of enterprise systems. Knowledge and competency in the following technical areas, to include but not limited to: enterprise server systems, cloud platforms, virtual systems platforms, enterprise storage systems, backup and recovery solutions, disaster recovery, DNS, Active Directory, Microsoft Identity Manager, identity governance, cloud directories, identity systems for staff, students, retirees and parents, as well as integrations for business and instructional applications such as single sign-on. Knowledge of cloud platforms including Microsoft Azure and AWS in a hybrid infrastructure configuration with an understanding of deployment automation, systems monitoring, patch management and server security controls. Strong critical thinking and analytical skills. Capable of leading and motivating highly technical teams, setting strategic direction, and effectively communicating priorities to collaborators across the organization. Ability to effectively lead senior technical professionals and facilitate process design sessions, establish operational priorities, assign and evaluate work, allocate resources, manage complex projects, measure service performance, analyze results, and drive continuous improvement. Ability to understand and translate business and end-user requirements into meaningful, secure, reliable, scalable, and supportable technology solutions that align and integrate with established organization standards and practices and correlate knowledge of existing service(s) interdependence and security. Ability to determine priorities, allocate resources, manage projects, measure and analyze results. Must possess flexibility, adaptability and the ability to learn quickly in various technical and creative environments, while delivering quality work with tight deadlines. Ability to work in a collaborative, innovative, flexible and team-oriented environment. Ability to lead, motivate, and coach others, with a flexible management style to supervise and work with a variety of diverse team members with a variety of backgrounds and knowledge. Skilled in applying proven interpersonal tactics for anticipating and diffusing negative client responses. Ability to lead incident response coordination for enterprise systems outages or security-related events within the scope of the team, communicate clearly with technical and non-technical audiences, develop and maintain documentation, and support effective change management for districtwide services. Demonstrates good written communication skills, including documentation, newsletters and correspondence. Excellent human relations and management skills. Knowledge of or ability to quickly learn and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP) Professional Growth System (PGS).
Education Training Experience:
Bachelor's degree in computer science, information systems, cybersecurity, engineering, or related technology field. Outstanding administrative, supervisory and project management skills required. Five years or more of progressively responsible experience, including exposure to all phases of the development life cycle to design, architect, and deliver enterprise level infrastructure solutions, manage IT staff, and support complex enterprise wide projects with diverse stakeholders for end users. Experience with maintaining operational security posture for programs and information systems. Experience in vulnerability/risk assessment analysis to support authorization and accreditation. Other combinations of applicable education, training, certification and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.Certificate License:None required; relevant security, identity, project management or systems administration certifications such as Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), Microsoft Certified Windows Server Administrator Associate Certification, AWS Cloud Practitioner, or Information Technology Infrastructure Library (ITIL) 4 certifications are preferred.
