Vice President of People & Culture

Location: Dubuque, IA

Salary: $140,000–$160,000 DOE

Bonus: Performance & EBITA Bonus up to 25%

Seeking an experienced Vice President of People & Culture to join the executive leadership team at a premier gaming and hospitality organization. This is an exceptional opportunity for a strategic HR executive to shape the people strategy for a dynamic enterprise that includes a casino resort, luxury hotels, restaurants, entertainment venues, and live events.

Reporting directly to the President & CEO, the Vice President of People & Culture will lead enterprise-wide talent strategy, organizational development, leadership development, employee engagement, and performance management. The ideal candidate is an influential leader who can align people initiatives with business objectives while fostering a culture of accountability, collaboration, and exceptional guest service.


Key Responsibilities

  • Develop and execute the organization's enterprise-wide people and culture strategy
  • Partner with executive leadership on organizational design, workforce planning, and succession planning
  • Lead performance management, leadership development, and employee engagement initiatives
  • Oversee talent acquisition, onboarding, retention, and employer branding strategies
  • Design and enhance learning and development programs across multiple hospitality operations
  • Lead compensation, benefits, HRIS, workforce analytics, and total rewards strategies
  • Utilize workforce metrics to improve retention, staffing, and organizational performance
  • Foster a high-performing culture focused on accountability, recognition, coaching, and continuous improvement
  • Ensure compliance with employment laws, organizational policies, and applicable regulatory requirements
  • Build and mentor a high-performing Human Resources and Talent Development team


Ideal Experience

  • Current or recent Vice President, Director of Human Resources, or senior People & Culture leadership experience within a casino, resort, hotel, or large hospitality organization
  • Proven success leading enterprise-wide HR strategy for a complex, multi-department or multi-property operation
  • Strong background in talent acquisition, leadership development, performance management, and organizational effectiveness
  • Experience building employee engagement, recognition, and retention initiatives that drive measurable business results
  • Hands-on experience with HRIS platforms, workforce analytics, and executive reporting
  • Demonstrated ability to partner with executive leadership on strategic business initiatives
  • Bachelor's degree in Human Resources, Business Administration, or a related field required
  • SHRM-SCP, SPHR, MBA, or other advanced credentials are highly preferred
  • Outstanding leadership, communication, relationship-building, and change management skills
