Vice Chancellor for Human Resources
POSITION DETAILSThe Office of the Vice Chancellor (VC) for University Human Resources at The City University of New York (CUNY) oversees the development and administration of policies and standards that guide the University’s Human Resources functions supporting 26 colleges and schools across the five boroughs of New York City. This office is also responsible for strengthening and implementing policies that enhance the University’s commitment to equal opportunity and a diverse workforce for its faculty and staff.
The Office of the VC for HR plays a key role in the ongoing re-engineering and automation efforts across all HR operational functions, including payroll and benefits administration, time and leave, human resources information systems, project management, and professional development and learning management.
In addition, the Office of the Vice Chancellor for Human Resources supports the system wide implementation of CUNYWork, CUNY’s new Enterprise Resource Planning (ERP) system powered by Workday. This initiative will modernize and integrate human resources, payroll, benefits, and related business processes across the University. The Vice Chancellor will play a critical leadership role in sustaining this transformation and the associated organizational change.
Reporting to the Executive Vice Chancellor and Chief Operating Officer, the VC for University Human Resources is the University system's senior administrator for Human Resources. In consultation with a broad range of university constituencies, the Vice Chancellor develops and administers University-wide HR policies and standards and works collaboratively with University Presidents to coordinate and implement these policies across campuses. The VC leads the effective implementation, adoption and optimization of CUNYWORK, replacing the current PeopleSoft system, CUNYfirst.
The Vice Chancellor serves as the Chief Human Resources Administrator, providing strategic guidance on workforce utilization and the recruitment and retention of talent, in alignment with CUNY policies and procedures. This role also serves as the primary liaison to external agencies and vendors.
The Vice Chancellor oversees a staff of more than 100 employees, is a member of the Chancellor’s Cabinet, serves as a trustee of the PSC-CUNY Welfare Fund, and supports both the Board of Trustees’ Committee on Finance and Administration and the Council of Presidents’ committee. While performing all responsibilities, the Vice Chancellor drives innovation, builds systems and processes that promote high standards and accountability, and actively fosters a climate of diversity, inclusivity, professionalism, and civility across the University community.
Principal responsibilities include, but are not limited to, the following:

Provides inspiring, ethical, and effective leadership to advance University Human Resources in a manner that serves as a model for professional competency, teamwork and innovation and accelerates progress in the achievement of its strategic goals and operational priorities.

Leads the University-wide implementation of the HR component of CUNYWork, CUNY’s new ERP system powered by Workday, replacing the PeopleSoft system (CUNYfirst), across 26 campuses.

Provides executive oversight and sustained support for post-implementation stabilization, optimization, and continuous improvement of CUNYWork, including business process transformation, change management, training, and stakeholder engagement.

Serves as a change agent promoting continuous improvement through initiatives that reform and streamline business processes, create efficient workflows, and evaluate and update HR policies, procedures, and practices.

Promotes best and emerging practices across the University and assists campuses in the interpretation and operationalization of policies and implementation of the corresponding processes.

Develops best practices to address and support CUNY’s future growth and changing workforce.

Directs the functional areas of University Benefits, University Payroll, Workforce Planning, Recruitment and Diversity, Project Management, Professional Development and Learning, Campus Advisory Services, and Central Office Human Resources to provide high quality support and services to the University.

Provides consultative guidance on HR policies and procedures to campus-based HR professionals and administrators.

Provides oversight and management of Executive Compensation Plan.

Leads professional development and performance assessment programs.

Creates an environment of professionalism, respect, and civility towards all employees and stakeholders.
Until further notice, this position is eligible for a hybrid work schedule.
QUALIFICATIONSMinimum:
This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience.
Preferred:-
Advanced degree in human resources or related discipline and at least 10 years of progressively responsible Human Resources leadership experience in higher education, non-profit or other complex organizations.

A record of significant achievement in managing human resources in a complex organization, with substantial experience in and knowledge of payroll operations, health and welfare benefits, classification and compensation, and EEO/affirmative action regulations.
-
Experience leading or supporting the implementation of a large-scale ERP system, preferably in higher education or a similarly complex organization.
-
Experience supporting enterprise-wide system implementations and large-scale business process transformation initiatives is a plus.
-
Experience working in an HR environment supported by Workday—including payroll, benefits, time and leave, and talent management—is strongly preferred.
-
Executive-level skills to manage the human resources portfolio with efficacy, strategic vision and intellectual vitality.
-
Knowledge of Federal, New York State and New York City employment and labor laws, including civil service laws and practices.
-
Experience working effectively and collegially within a large, complex university system and negotiating with a wide range of constituencies within an environment of shared governance environment.

Experience with re-engineering/re-organizing benefits and payroll business processes.

Strong negotiation, mediation, consultation, presentation and group facilitation skills with experience presenting to a wide variety of audiences.

Strong organizational skills with the ability to independently establish plans and successfully execute multiple assignments with conflicting priorities and concurrent deadlines in a dynamic environment.

COMPENSATION AND BENEFITSThe salary range is $285,000 - $310,000 , commensurate with credentials, education, and experience.
