Position Summary:

This position is, as needed expected to be available around the clock and accountable for planning and directing all activities of New York City Transit’s Operations Control Center (OCC). The primary responsibility is to ensure the delivery of safe, timely, and dependable train service to the riding public. The role oversees and directs OCC service and operations, including the Service Delivery Operating Theater, Communications, Performance Reporting & Operations Analysis, and Stations Control.

Responsibilities:

  • Develop strategies to improve the level and on time performance of service.
  • Oversee responses to operational incidents, ensuring that service is restored safely for customers and employees.
  • Coordinate the performance of General Orders, flagging activities, and track and structural maintenance, while minimizing and mitigating disruptions to customer service.
  • Direct the development and implementation of training initiatives for all Operations Control Center personnel.
  • Research and oversee the implementation of advances in state-of-the-art rapid transit technology.
  • Coordinate recruitment efforts for both managerial and non-managerial employees in the Operations Control Center.
  • Repots to and acts in stead of the Vice President of the Operations Control Center.
  • Protect and maintain the integrity of train service and support thereof to assure its safety and efficiency for our customers and employees.

Education and Experience:

A Baccalaureate Degree from an accredited college in Transportation Management, Business Administration, Civil/Electrical/Mechanical Engineering or satisfactory equivalent and twelve (12) years of New York City Transit experience, of which eight (8) years must have been in a managerial or supervisory capacity   -or-

A satisfactory equivalent of education and experience.

Desired Skills:

  • Strong knowledge of NYCT Subway rules, regulations, policies, and procedures.
  • Thorough knowledge of Service Delivery operations and Subways emergency and safety procedures, as well as related information systems.
  • Knowledge of NYCT Service Delivery operations, familiarity with NYCT Stations, NYCT Car Equipment, NYCT Maintenance of Way, and power distribution systems through the NYCT Power Control Center.
  • Knowledge of developments in state‑of‑the‑art rapid transit technology.
  • Knowledge of system stability and improvement projects in support of train service.
  • Knowledge of New York City Transit budget practices, labor contracts, and safety rules.
  • Excellent negotiation, problem‑solving, project management, and conflict‑resolution skills.
  • Extensive knowledge of Service Delivery’s organization, functions, and facilities, including NYCT track and infrastructure layouts and signal systems.
  • Strong computer skills, including proficiency in Microsoft Office applications.
  • Excellent verbal and written communication skills, with the ability to effectively communicate with employees at all levels, external agencies, and union officials.
  • Experienced in and able to manage a large and diverse employee population.
  • Strong project development, follow‑up, and management skills.
  • Excellent decision‑making, negotiation, conflict‑resolution, team‑building, and presentation skills.

All appointments, with the exception of the Department of Subways employees on MABSTOA payroll, will be made on the NYCT payroll.
