Job description

The VP, Data and Analytics is accountable for the full lifecycle of Magellan Health's enterprise data and analytics capability - from foundational data engineering and governance through advanced analytics, business intelligence, and Artificial Intelligence (AI)/Machine Learning (ML) enablement. This leader will develop and maintain a data and analytics organization, driving a strategic shift to a modern, governed, insight-driven platform that supports clinical, operational, and financial decision-making across the enterprise.
  • Data Strategy & Transformation: Develop and own a multi-year enterprise data and analytics strategy; lead honest current-state assessment; define target-state architecture spanning clinical, claims, and operational data domains; drive rationalization and modernization of legacy data infrastructure. (20%)
  • Data Engineering, Platform & Governance: Oversee all data ingestion, Extract, Transform, and Load (ETL)/Extract, Load, Transform (ELT) pipelines, data lake/warehouse platforms, and Mobile Device Management (MDM). Establish data quality frameworks including profiling, monitoring, and lineage tracking. Chair enterprise Data Governance program with policies, stewardship roles, and data catalog. Ensure HIPAA, Controlled Unclassified Information (CUI) [National Institute of Standards and Technology (NIST) SP 800-171)], Cybersecurity Maturity Model Certification (CMMC), and all applicable regulatory compliance across data environments. (25%)
  • Analytics, Business Intelligence (BI) & AI/ML Enablement: Lead delivery of enterprise BI, self-service reporting, operational dashboards, and advanced analytical models. Partner with clinical, operations, and finance stakeholders to translate business questions into data products. Serve as advisory partner to the AI/ML program, ensuring data readiness, data contracts, and governance frameworks support responsible AI adoption. (25%)
  • Organizational Leadership & People Development: Lead, develop, and retain a high-performing organization of professionals across data engineering, analytics, and governance functions. Assess inherited talent; build development plans, address gaps through coaching and targeted hiring. Define team structures, roles, and career paths. (20%)
  • Financial, Vendor & Stakeholder Management: Manage $3M-$5M annual budget with transparent forecasting and variance reporting. Oversee vendor and partner relationships for data platforms, analytics tools, and managed services. Build and present investment business cases to CIO and executive leadership. (10%)

Responsibilities
15+ years of progressive experience in data, analytics, or data engineering, with at least 5 years in a senior leadership role owning a data and analytics organization.
Demonstrated track record leading a data or analytics transformation - assessing a low-maturity environment and executing a credible modernization roadmap.
Deep expertise across the modern data stack: cloud data platforms (Snowflake, Databricks, AWS Redshift, Azure Synapse), ETL/ELT tooling, and BI/visualization platforms (Tableau, Power BI, Looker).
Experience building or leading enterprise data governance programs including policies, data stewardship models, and data quality operations.
Strong financial management skills including budget ownership, vendor negotiation, and investment prioritization. Exceptional executive communication skills.
Experience managing large multi-functional teams (30+ professionals) through organizational change.
Healthcare industry experience strongly preferred. Familiarity with HIPAA, HL7/FHIR, ICD coding, and claims data structures.
Experience handling federal data requirements is highly desired, including familiarity with Controlled Unclassified Information (CUI) handling per NIST SP 800-171 and/or CMMC compliance environments.
