Job description

Resp & Qualifications

PURPOSE: 

The Vice President of SBP Platform Engineering is responsible for building, operating, and evolving the organization's core technology platforms, infrastructure, and tools to enable secure, reliable, and scalable business operations that meet the business needs of the Blue Cross and Blue Shield Association's. This role defines the enterprise platform strategy, aligns technology investments to business priorities, and ensures the availability, resilience, and performance of critical systems that underpin product, data, and engineering delivery. Platform Engineering will serve as a strategic partner to Product Delivery, Cyber & Risk, Business Strategy & Performance, Business Operations, Customer Experience and other cross-functional teams. The role translates enterprise strategy into actionable platform direction, championing modernization of technologies and AI tools to enhance platform capabilities. 
ESSENTIAL FUNCTIONS:

Enterprise Platform Strategy 

  • Define and communicate the enterprise platform engineering strategy in alignment with business objectives and emerging healthcare technology trends.
  • Shape and govern enterprise architecture frameworks that support scalability, performance, data integration, and long-term platform goals.
  • Identify, interpret, and apply industry trends, including AI and automation, to enhance platform capabilities and drive improved business outcomes. 

Platform Execution, Reliability & Resilience 

  • Establish standards and accountability for platform operations, including monitoring, alerting, incident response, and service reliability.
  • Drive enterprise-wide preparedness through disaster recovery and business continuity planning, ensuring rapid recovery and minimal operational disruption.
  • Oversee facility uptime and operational readiness to support secure, reliable, and efficient technology environments across locations. 

Modernization & Continuous Improvement 

  • Lead modernization initiatives across core infrastructure, platform services, and engineering practices.
  • Champion DevOps, site reliability engineering (SRE), and automation to improve delivery speed, stability, and quality.
  • Drive continuous improvement through platform optimization, technology standardization, and operational excellence.

Cross Functional Partnership & Enablement

  • Partner closely with Product Delivery, Cyber & Risk, Business Operations, Business Strategy & Performance, and Customer Experience to ensure platform integrity, secure data integration, and a consistent user experience.
  • Coordinate plan notification delivery with Customer Experience to meet service level, compliance, and communication expectations.
  • Act as a change leader, influencing stakeholders to adopt new platforms, tools, and ways of working. 

Leadership, Governance & Financial Stewardship 

  • Build, mentor, and lead high performing platform engineering teams across architecture, infrastructure, analytics platforms, automation, and IT operations.
  • Establish effective governance, operating models, and decision-making frameworks.
  • Oversee budgets with a focus on financial discipline, resource optimization, and alignment with strategic priorities.

SUPERVISORY RESPONSIBILITY:
This position manages people.
QUALIFICATIONS:
Education Level: Bachelor's Degree in Information Systems or related field.
Experience: 

  • 10 years progressive management and executive leadership experience in a platform engineering capacity.
  • 5 years management experience.

Preferred Qualifications:

  • Master's degree.
  • Relevant professional certification.
  • Strategy and management consulting experience.
  • Broad business experience internally and within the vertical industry.
  • Progressive leadership experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex contexts.
  • Experience in integrating complex, cross-corporate processes and information strategies, and/or designing strategic metrics and scorecards. 

Knowledge, Skills and Abilities (KSAs)

  • Excellent business acumen and interpersonal skills; able to work across business lines at a senior level to influence and effect change to achieve common goals.
  • Strategic leader and builder of both vision and bridges, and able to energize the appropriate teams in the organization. Experience in strategic technology planning and execution, and policy development and maintenance.
  • Up-to-date knowledge of business and technical trends to include the ability to execute technology and tool automation processes.
  • Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, and business concepts to technologists. The candidate should be able to sell ideas and processes internally at all levels, including the board and investors.
  • Broad technology experience across platform engineering domains, including enterprise architecture, cloud and infrastructure services, platform integration, DevOps and site reliability engineering, automation, and security by design.
  • Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.
     

Salary Range: 194,400 - 291,600
