To support commercial and industrial customer interest in electrifying their vehicles and equipment, we are seeking a Program Manager to support program implementation of ICF implemented utility electrification programs. As a Program Manager, you will support the development and management of one or more programs, mentor team members, support design and implementation strategies, and support the execution of marketing and recruiting strategies.

ICF's Beneficial Electrification and EV programs support customers in their switch from fossil fuel to electric powered equipment. From light, medium, and heavy-duty vehicles to buildings and industrial equipment, stakeholders are evaluating their options to electrify and reduce emissions. What you will be doing:

  • Serving as the primary point of contact for utility clients.
  • Demonstrating understanding of program implementation including design, delivery, and successful execution of utility programs
  • Developing comprehensive plans to include resource/labor, communication, implementation, project, and quality assurance/quality control (QA/QC)
  • Maintaining comprehensive project tracking to provide leadership with relevant status updates and trending information
  • Managing program budgets, forecasts, and key performance indicators (KPIs); reporting of results to clients
  • Collaborating with program team members and cross functional teams with a positive attitude to guide program success
  • Analyzing market trends and technologies to optimize existing programs
  • Managing and coordinating with program team members and key partners on day-to-day tasks.

What we need you to have (minimum qualifications):

  • Bachelor's degree in Environmental Science, Energy Resources, Engineering, Policy, Business, or a related field. (Master's degree or PhD may substitute for up to two years of required experience)
  • 5+ years of experience managing or supporting utility, energy, infrastructure, sustainability, or customer facing programs, including planning, execution, performance tracking, and stakeholder engagement or related work experience.
  • Must be able to pass a background check, have a valid driver's license, and successfully pass a Motor Vehicle Records (MVR) check and drug screening.

Preferred Qualifications

  • EV, EVSE, and electrification experience or knowledge
  • PMP certification
  • Advanced degree (MBA or equivalent) is a plus.
  • Experience supporting or managing utility sponsored beneficial electrification, EV, or transportation electrification programs, including collaboration with utilities, implementers, manufacturers, distributors, and other market partners.
  • Familiarity with electrification program design, implementation, and market engagement strategies, including customer adoption, contractor participation, and partner coordination.
  • Knowledge of vehicle, building, or equipment electrification technologies, and their role in energy efficiency, decarbonization, and load management strategies.
  • Experience working with regulatory, incentive, or performance based utility programs, including tracking metrics, reporting results, and ensuring program compliance.
  • Prior experience supporting business development, client strategy, or proposal development for electrification, energy efficiency, or related utility program.
