Job Description:

L3Harris is seeking a Program Management Lead to support our Acoustics Sensors Defense Programs business in Salt Lake City, UT.

This Program Management Lead will contribute to multiple program areas, including cost management, schedule tracking, contractor performance oversight, risk and opportunity management, requirements analysis, quality assurance, and customer reporting. The ideal candidate will demonstrate strong leadership and communication skills, ensuring seamless collaboration among customers, technical teams, and program stakeholders. This individual will play a key role in driving program execution, aligning cross-functional activities, and supporting achievement of strategic business objectives.

The qualified candidate must be able to:

  • Set goals and empower individuals to take ownership of their assignments.
  • Assist leadership in identifying program growth opportunities, including supporting the capture of new opportunities with customers.
  • Demonstrate strong and effective verbal, written, and interpersonal communication skills that facilitate the creation and maintenance of a collaborative work environment, including providing decisive and constructive feedback.
  • Demonstrate and insist on ethical and professional behavior in accordance with company values.
  • Provide day-to-day leadership across cross-functional teams to drive execution, resolve issues, and meet program objectives.

Essential Functions:

Program Execution & Performance Management

  • Oversee cost, schedule, and technical execution to ensure program success.
  • Identify and communicate issues to customers, subcontractors, and internal teams, implementing performance improvement plans as needed.
  • Prepare and deliver program presentations and monthly reviews for customers and corporate leadership.
  • Drive execution of program priorities, action plans, and recovery efforts as needed to meet customer and business commitments.

Stakeholder Coordination & Team Support

  • Interface with government stakeholders and contractor leadership.
  • Coordinate across internal functional teams to ensure alignment on program objectives, deliverables, and customer commitments.
  • Serve as a key program focal point for execution status, issue resolution, and cross-functional coordination.

Financial & Contract Management

  • Review and approve financial deliverables, including Estimate to Complete (ETC), Earned Value Management System (EVMS) reporting, and other customer CDRLs.
  • Oversee and negotiate contract and subcontract documentation to ensure compliance with applicable regulations and policies.
  • Support financial forecasting, program planning, and execution reviews with leadership.

Operational & Logistics Oversight

  • Gather procurement requirements, navigate government approval processes, and coordinate purchases through multiple vendors.
  • Help ensure operational activities are executed in alignment with program schedules, requirements, and contractual commitments.

Qualifications:

  • Bachelor's degree and a minimum of 9 years of prior relevant experience; or a graduate degree and a minimum of 7 years of prior related experience; or, in lieu of a degree, a minimum of 13 years of prior related experience.
  • Experience leading a highly visible and fast-paced portfolio and reporting to the senior leadership team.
  • Experience with ITAR/EAR.
  • Advanced-level knowledge of leading a portfolio with reportable Earned Value.
  • Demonstrated ability to lead cross-functional teams, influence stakeholders, and drive program execution across functional areas.

Preferred Additional Skills:

  • Strong interpersonal and communication skills.
  • Proficiency in MS Project and MS Office, with strong communication abilities.
  • Prior experience as a Program Manager supporting an international customer and/or major prime contractor.
  • Undersea systems experience.
  • PMP certification.
