Job description

POSITION SUMMARY
This is a proposal for Argonne National Labs in Lemont, IL for a Field Operations Manager. The Field Operations Manager (FOM) is responsible for daily operational oversight of Protective Force personnel and for implementing contract requirements at the shift and post levels.
RESPONSIBILITIES
  • Provide direction to and supervision of Shift Supervisors and Officers while supporting the Protective Force Mission Statement.
  • Ensure Contractor patrol and post operations are conducted in accordance with this contract and Protective Force operational policies and procedures (General Orders, Post Orders, Emergency Response Procedures).
  • Develop, update, and maintain the Protective Force schedule. Manage daily staffing issues and validate that the minimum staffing coverage requirements identified in Exhibit 2 are met. Notify the Project Manager and TR of any staffing deficiencies.
  • Communicate directly with the TR on operational matters as necessary. Contractual matters remain under the oversight of the Project Manager.
  • Coordinate with Argonne Security Management to support staffing requirements for special events. Additional staffing outside baseline coverage shall require TR authorization under CLIN II.
  • Ensure Exception Reports are completed accurately when required, including when minimum staffing coverage is not met. Exception Reports shall be submitted within 24 hours of the initiating event.
  • Coordinate Daily Roll Call Briefings using information provided by Argonne Security and Contractor leadership and ensure effective dissemination to Protective Force personnel.
  • Review and edit Incident Reports for accuracy and completeness and forward them to Argonne Security personnel for final review and approval.
  • Coordinate training activities with the Training Coordinator and ensure training is scheduled in a manner that does not compromise minimum staffing requirements.
  • Coordinate alarm response and limited-scope performance testing in collaboration with the Training Coordinator and in accordance with written directives.
  • Conduct regular uniform, equipment, vehicle, and post inspections. Document and initiate corrective action when deficiencies are repeated or egregious.
  • Maintain CAS certification. The FOM may perform CAS duties only during extended staffing shortages (e.g., full-shift coverage gaps) with TR approval. Use of the FOM as a CAS operator for an extended period shall require documentation and an Exception Report.
  • Serve as the Contractor's operational Safety Officer. Ensure Contractor compliance with DOE and Laboratory safety requirements and the Contractor's internal safety program. This role does not replace the Contractor's corporate safety responsibilities.
  • Function as a Shift Supervisor only during emergency situations involving unplanned staffing shortfalls that threaten minimum coverage and only with TR approval. Routine dual hatting is prohibited.
  • Maintain operational records in an organized and auditable manner onsite. Administrative and payroll documentation responsibilities remain with the Administrative Support Manager.
  • Maintain a security clearance at the Q level, or as otherwise determined by the Laboratory.
  • Log and document activities, performance metrics, and compliance data as directed by the Laboratory or TR. Duties may be reassigned or modified by the TR within the scope of this contract to meet operational needs.
  • Perform other duties within the scope of this contract as directed.

QUALIFICATIONS
  • Demonstrated experience in security operations within a 24/7/365 operational environment. Supervisory or oversight experience in such an environment is preferred.
  • Education and experience sufficient to perform the duties described herein. Equivalent combinations of education, training, and relevant experience may be considered.
  • Must hold individual Private Security Contractor License.
  • Experience evaluating, training, and mentoring personnel in an operational security environment.
  • Experience in comparable critical infrastructure, government, or regulated environments preferred.
  • Experience working within a unionized workforce preferred.
  • Ability to respond outside normal business hours and provide operational leadership during emergencies.
  • Ability to obtain and maintain a security clearance at a level required by the Laboratory.
  • Ability to obtain and maintain CAS certification in accordance with Laboratory requirements.
