Join Our Team as an Environmental Project Manager at ARRO Consulting!

The Environmental Project Manager is responsible for leading environmental investigation, assessment, and remediation projects from proposal through completion. This role provides technical leadership, project management, client support, and regulatory coordination while ensuring projects are delivered safely, on schedule, within budget, and in compliance with applicable environmental regulations.

Based out of our Altoona, PA office, the Environmental Project Manager works closely with scientists, engineers, clients, contractors, and regulatory agencies to deliver high-quality environmental consulting services. This position offers a balance of office-based project management and field oversight while providing opportunities to mentor staff and support business development.

Essential Job Responsibilities
  • Manage environmental projects from planning through completion, ensuring quality, schedule, and budget objectives are met.
  • Coordinate environmental site assessments, site characterizations, subsurface investigations, remediation projects, and underground/aboveground storage tank projects.
  • Oversee hydrogeological investigations, groundwater and soil sampling, spill response, sinkhole investigations, and geotechnical studies.
  • Prepare and review technical reports, environmental documentation, and regulatory correspondence.
  • Coordinate project schedules, budgets, resources, and client communications.
  • Collaborate with multidisciplinary teams and present technical findings to clients and regulatory agencies.
  • Mentor junior staff and provide technical guidance.
  • Assist with proposal preparation, site visits, and business development efforts.
  • Ensure compliance with applicable federal, state, and local environmental regulations.
  • Any other duties, as necessary, to drive the vision, fulfill the mission, and uphold the values of the organization.
Required Skills/Knowledge
  • Bachelor's degree in Geology, Hydrogeology, or a closely related scientific field.
  • Minimum of five (5) years of experience with environmental site assessments, site characterization, remediation, groundwater investigations, and technical report writing.
  • Knowledge of PADEP regulations, including Title 25 Chapters 245 and 250, Management of Fill Policy, PFOA/PFOS regulations, and ASTM Phase I ESA Standards.
  • Experience managing project budgets, schedules, and client relationships.
  • Supervisory experience preferred.
  • OSHA 40-Hour HAZWOPER certification required.
  • Professional Geologist (PG) or other applicable professional certification preferred.
  • Strong communication, organizational, and problem-solving skills.
  • Proficiency with Microsoft Office Suite.
  • Valid driver's license with an acceptable driving record.
Physical Requirements – Work Environment
  • Approximately 80% office work and 20% field work.
  • Ability to travel to project sites, client meetings, and regulatory agencies as needed.
  • Ability to work outdoors in varying weather conditions and on uneven terrain.
  • Ability to lift up to 25 pounds and wear required PPE during field work.
  • Occasional overnight travel and extended work hours may be required.
