SENIOR CONTRACT SPECIALIST

Role Summary

Senior‑level Contract Specialist providing full lifecycle acquisition support for VA programs, including pre‑award planning, solicitation development, technical evaluation coordination, negotiation, award, and post‑award administration. Ensures strict compliance with FAR, VAAR, VHA Procurement Manual, agency templates, and PWS deliverables.

Key Responsibilities
  • Develop acquisition strategies aligned with VA policy, VAAR, and VHA PM requirements.

  • Draft, review, and finalize PWS/SOW, IGCEs, evaluation criteria, and solicitation packages using VA templates.

  • Lead source selection, including evaluation documentation, consensus facilitation, and award recommendations.

  • Conduct complex price/cost analysis, negotiation memoranda, and determination findings.

  • Manage post‑award actions: modifications, funding actions, REAs, claims, CPARS, and closeout.

  • Ensure compliance with FAR, VAAR, VHA PM, and PWS performance metrics.

  • Provide senior‑level guidance to government stakeholders and mentor junior specialists.

Required Experience
  • 8+ years federal contracting experience with VA/VAAR portfolios.

  • Demonstrated expertise in FAR Parts 8, 12, 13, 15, 16, and VAAR‑specific procedures.

  • Strong experience with VA solicitation templates, evaluation documentation, and post‑award administration.

  • DAWIA/FAC‑C preferred.
