Job Summary
The Settlement Analyst is primarily responsible for all electric power market settlement activities between Bryan Texas Utilities (BTU) and the Electric Reliability Council of Texas (ERCOT), which oversees the Texas electric grid, including data collection/validation, accounting, billing, reporting and disputes. This position is additionally responsible for the management, accounting, billing, payment, and settlement of all Power Purchase Agreements and physical and financial energy trading activity between BTU and its counterparties.
Essential Job Functions
  • Gathers, analyzes, and validates all BTU load, generation, purchased power, ancillary service and financial data by 15-minute intervals on a daily basis.
  • Ensures that ERCOT power market settlement data and documents are correct, accurate, timely and are applied as per market protocols.
  • Prepares and submits appropriate dispute documents to ERCOT, with supporting backup information.
  • Prepares an ERCOT Shadow Settlement daily.
  • Monitors and maintains acceptable credit levels with ERCOT.
  • Processes all ERCOT and Counterparty Invoices for payment.
  • Provides credit analysis support on power purchase counter-parties.
  • Monitors, maintains, analyzes, and reports on all ERCOT metered polling points across the BTU system.
  • Monitors, maintains, analyzes, and reports on all Distributed Energy Resource metered polling points across the BTU system.
  • Prepares monthly reports for Management and Fiscal Services.
  • Performs various generation, transmission, or market studies, and/or administrative duties as delegated/required.
  • Performs historical analyses of price, volume, and cost to report annual metrics and provide operational insight to management.
  • Assists in annual audits as necessary.
  • Maintains regular and punctual on-site attendance.
  • Performs other related duties as required.

Minimum Qualifications
Required:
  • Bachelor's degree with significant coursework in Accounting, Finance, Engineering, Math, Economics, or a similar field of study; OR an Associate's degree plus at least two (2) years of directly related experience in utility accounting or settlements, data analysis, and/or in an accounting/finance related field; OR an equivalent combination of related education, experience, and training.

Preferred:
  • Experience within an electric utility's accounting, risk, or energy trading function.

Knowledge, Skills & Abilities
Knowledge of:
  • ERCOT, FERC, and the utility regulatory environment.
  • Pertinent federal, state, and local laws, codes, and regulations, including laws and regulations related to electric utility systems.

Physical Demands
Physical demands include but are not limited to: sitting, talking, hearing, seeing, standing, walking, driving, bending, reaching, twisting, pushing, pulling, using hands and fingers to operate office equipment and machines, and occasionally lifting and/or moving objects up to and including twenty-five pounds.
Working Conditions
Work is performed primarily in an office setting or a well-lighted and temperature-controlled working environment.
Equipment
Work shall be performed with tools, appliances and equipment approved by those agencies and bodies that have control, authority, or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.
