Description
The Town is seeking a Project Manager to join its Capital Improvement Projects (CIP) Department. The CIP Department is responsible for the planning, design, procurement, and construction of a diverse portfolio of public infrastructure projects that support the Town's growing community and operational needs.
Projects managed by the department include water, reclaimed water, wastewater, drainage, transportation, parks and recreation, public facilities, and public safety infrastructure. Typical projects may involve pump stations, wells, reservoirs, transmission mains, water quality and metering facilities, pressure reducing stations, lift stations, trunk sewers, treatment facilities, drainage systems, streets, roadway structures, traffic signals, trails, buildings, and related infrastructure improvements.
Candidates will possess project management experience involving public infrastructure projects and have a strong understanding of project development, design, construction, permitting, procurement, scheduling and stakeholder coordination. Experience with preparing and interpreting construction specifications, technical document review, system commissioning, utility coordination, and infrastructure project delivery is highly desirable. Experience with water and wastewater system modeling, well development, pump stations, storage and treatment facilities, drainage management system improvements, geotechnical and erosion resistance improvements, pavement-related projects, and coordination with regulatory agencies and utility providers is beneficial.
The ideal candidate will possess experience in the design, specification and construction of water and wastewater facilities including wells, booster pump and lift stations, and storage reservoirs along with treatment systems and facilities.
The Town works with projects located in both Maricopa and Pinal Counties, abuts three municipalities, a County regional park, and the Gila River Indian Community. The Town lies within four school districts, contains multiple charter schools, and is served by two electric districts, two natural gas providers and multiple telecommunications providers. The Town is traversed by the Union Pacific Railroad, Queen Creek Wash, Sonoqui Wash and receives direct runoff from the Santan mountains. Land within and adjacent to the Town is serviced by two federal irrigation districts, multiple private organized irrigation districts and multiple private irrigation systems. Experience dealing with these types of natural and man-made features, governmental entities, utility providers and the unique legal positions the operate is desirable.
Successful candidates will demonstrate strong communication, collaboration, problem-solving, and organizational skills, along with the ability to effectively manage complex projects involving multiple stakeholders, governmental agencies, utility providers, consultants, contractors, and community partners. The department works closely with internal clients and supports the Town's Real Estate Division in the delivery of capital improvement projects.
Professional licensure in engineering or surveying and/or project management or infrastructure-related certifications are highly desirable.

ESSENTIAL DUTIES

  • Manages major capital improvement projects to include oversight, review and approval of all work products generated by consultants and contractors.
  • Assists in preparing and/or approving studies, contract documents, plans and specifications, cost estimates, investigations, evaluations, reports, invoice approval, change orders, and other documents.
  • Oversees and may assist in performing public works and construction project management, including inspection activities of construction in the public right-of way.
  • Oversees and may assist in obtaining easements and other required construction related documents.
  • Prepares reports and completes and maintains records and files. Produces written documents with clearly organized thoughts.
  • Performs design interpretation and conflict resolution on construction management projects.
  • Manages, organizes, coordinates, and monitors activities and functions of development projects in cooperation with other departments and outside agencies, contractors, and design professionals.
  • Attends staff and project meetings; works cooperatively with other Company employees and private organizations to facilitate project implementation and completion.
  • Develops program and project budgets, schedules, work plans, labor utilization, and cost estimates/projections; reviews and makes decisions related to project budgets and expenditures.
  • Prepares analysis and reports and other documents related to assigned projects.
  • Prepares schedules and ensures adherence to project timelines.
  • Maintains project files and other documents.
  • Prepares high-level correspondence for Company leadership, other governmental agencies and the general public.

MINIMUM QUALIFICATIONS (at job entry)
Education and Experience:
Bachelor's Degree from an accredited college or university in architecture, engineering, construction management, or a related field and four years of related experience; or an equivalent combination of directly related education and experience.
