What is the difference between Utility Project Engineer vs Utility Construction Manager?

AspectUtility Project EngineerUtility Construction Manager
CredentialsBachelor's in engineering, PE license often preferredBachelor's in engineering or construction management, PE license advantageous
Work EnvironmentDesign, planning, project coordinationOn-site supervision, construction oversight
Employer & Industry UsageUtility companies, engineering firmsUtility companies, construction contractors

Utility Project Engineers focus on planning, design, and project coordination, while Utility Construction Managers oversee on-site construction activities. Both roles require engineering credentials and work within utility industries, but their primary responsibilities differ between planning and execution.

What are the key skills and qualifications needed to thrive as a Utility Project Engineer, and why are they important?

To thrive as a Utility Project Engineer, you need strong project management abilities, a solid background in civil or electrical engineering, and a relevant engineering degree, often accompanied by a Professional Engineer (PE) license. Familiarity with industry-standard software like AutoCAD, GIS platforms, and project management tools, as well as knowledge of utility regulations, is crucial. Excellent problem-solving, communication, and teamwork skills help coordinate with stakeholders and manage project challenges effectively. These competencies are vital to ensure safe, timely, and cost-effective delivery of utility infrastructure projects.

How does a Utility Project Engineer typically collaborate with other departments during large infrastructure projects?

Utility Project Engineers work closely with a variety of departments such as design, construction, environmental compliance, and procurement. Collaboration often involves coordinating project schedules, ensuring regulatory requirements are met, and resolving technical challenges as they arise. Effective communication and teamwork are essential for integrating the efforts of multiple stakeholders, including contractors, utility companies, and local authorities. This cross-functional interaction helps ensure projects are delivered on time, within budget, and according to safety and quality standards.

What are Utility Project Engineers?

Utility Project Engineers are professionals who plan, design, and manage construction or improvement projects related to utilities such as water, electricity, gas, and telecommunications. They coordinate with various stakeholders to ensure that utility systems are safely and efficiently integrated into infrastructure projects. Their responsibilities include overseeing project timelines, budgets, regulatory compliance, and technical specifications to ensure successful project completion.

Job description

Mantis Innovation provides managed facility services and turnkey program management with technology-enabled solutions that target the entire building footprint. We look at the entire facility—inside and out—and can impact 70% of what a building operator allocates critical budget dollars toward, including: Strategic electricity and natural gas procurement, renewable energy, and demand response; climate impact reduction and reporting, net zero strategies, and sustainability planning; roofing, solar, HVAC assessment management, pavement, building envelope, data center optimization, and EV charging; lighting/LED retrofits, HVAC/mechanical systems, and BMS/BAS improvements and implementation.

The Project Engineer helps plan and deliver energy efficiency, utility, and infrastructure improvement projects for clients. This role gathers technical information, evaluates opportunities, and helps develop project scopes, budgets, and implementation plans. The position supports engineering design, construction activities, and project coordination under the direction of a Professional Engineer. By providing technical and project support, this role helps ensure projects are completed safely, efficiently, and successfully.

OUTCOMES & SCORECARD FOR SUCCESS
  1. Complete 95% or more of assigned site surveys, data collection activities, engineering analyses, and technical deliverables by agreed deadlines, with less than 5% requiring significant rework due to errors or omissions.
  2. Maintain assigned project schedules, budgets, procurement logs, action-item trackers, and project documentation with 98% accuracy, and provide status updates within one business day of requested reporting deadlines.
  3. Demonstrate a positive attitude, collaborative spirit, and reliable availability by maintaining strong working relationships with clients, subcontractors, and internal teams, responding promptly to communications, and consistently following through on commitments.
RESPONSIBILITIES
  1. Conduct site surveys and collect technical, utility, operational, and cost data to support project development and engineering analysis.
  2. Perform engineering evaluations of energy, water, utility, and infrastructure systems to identify improvement opportunities.
  3. Prepare feasibility studies, technical assessments, and supporting documentation for sustainability, utility modernization, and energy efficiency projects.
  4. Develop project scopes, savings calculations, cost estimates, and technical inputs for proposals and implementation plans.
  5. Prepare engineering deliverables and design documentation under the direction of a licensed Professional Engineer
  6. Manage assigned project schedules, budgets, procurement activities, equipment tracking, and construction-related tasks.
  7. Monitor project progress, costs, subcontractor performance, and implementation milestones, and communicate status, risks, and issues to project leaders.
  8. Coordinate clients, internal teams, subcontractors, and external partners to execute projects, maintain schedules, and achieve project objectives.
