Job Description

Timmons Group is currently seeking a Dry Utilities Manager to join our Washington, DC office location. Civil engineering experience and dry utility construction experience preferred.  The qualified candidate must be able to perform all aspects of dry utility plan preparation and permit procurement.

The qualified candidate must be able to successfully manage all aspects of dry utility plan preparation and permit procurement. This would include preparation of specifications, calculations, evaluations, design documents, cost estimates, and budgets associated with the planning, design, permitting, and construction of dry utility systems (power, gas, telecommunications) primarily within the DC/MD/NOVA area.

The candidate must also be able to oversee the permit process with the local utilities, and provide consultation and recommendations regarding dry utility systems, processes, equipment, facilities, and construction methods to the developer.

Essential duties and Responsibilities of a successful candidate include but are not limited to:

  • Design portions of a project using relevant office software, modeling and Civil 3D technology
  • Complete calculations using engineering formulas and skills and/or utilizes computers in order to solve problems
  • Prepare specifications materials through the use of research and manufacturing catalogs to specify materials, installation, inspection and payment of items specific to a project
  • Work to complete design details and plan sets related to dry utilities
  • Perform research and write objective summary reports which are used in the completion of the project work or inspection
  • Assist in the preparation of engineer and construction cost estimates
  • Coordinate between utility owners, developers, and internal staff
  • Complete field observation, inspection and data collection duties as directed by senior engineering staff
  • Complete other tasks as assigned

Skills/Requirements of a successful candidate include but are not limited to:

  • A bachelor's or master's degree in Civil Engineering or a closely related degree strongly preferred
  • Ideal candidates would have 5 plus years of experience in Land Development civil engineering including urban and dry utility system design as well as commercial and mixed-use development
  • Proficiency with AutoCAD Civil 3D is a must
  • Project management experience, including application and plan oversight, and permit procurement
  • Broad knowledge and experience with local regulations, guides, standards, codes methods, practices, and engineering principles
  • Strong teamwork and interpersonal skills
  • Strong written and oral communication skills
  • General knowledge of MDOT, DDOT and VDOT Right of Way requirements
  • Knowledge of Duke Energy, Dominion Energy, PSNC, Piedmont Natural Gas, Frontier Natural Gas, NC water and sewer utilities, cable service providers and their regulations and approval processes.
  • Good understanding of construction practices related to dry utility installation and relocations
