About this Role - Proposal Manager - Utility
We are looking for a Proposal Manager for our Utility Division to provide oversight, coordination, management, and technical expertise across all aspects of the MJE proposal process. This position ensures that the company's proposals in assigned divisions are fully executed and delivered with consistency and in accordance with the company's proposal policy and procedures.
What You'll Do
- Manage, coach, and mentor proposal department personnel and provide guidance to regional proposal personnel as needed/directed
- Implement the Proposal Process Policy throughout the MJE Utility Division and make recommendations for changes as needed to ensure consistent submissions throughout the company
- Develop a vision and goals for the proposal department that align with the organization's goal to standardize proposal submissions as appropriate
- Prepare responses to RFPs and assist with the overall submission for proposals; interpret bid documents to ensure RFP responses are fully compliant with owner requirements
- Partner with estimating, project management, and field leadership to align proposals with the estimate, construction approach, crew availability, and schedule for electrical utility work (transmission, distribution, substation, and related infrastructure)
- Provide leadership in internal accountability for the timeliness and quality of proposal team members' assigned deliverables
- Collaborate with safety, claims, and risk personnel to ensure client qualification systems remain up to date; maintain contractor prequalification packages, EMR and safety statistics, bonding and insurance information, and third-party qualification portals (e.g., ISNetworld, Avetta) required by utility and industrial clients
- Track and manage the proposal calendar for the Utility Division, including bid dates, mandatory pre-bid meetings and site walks, addenda, RFI deadlines, and submission methods (electronic portal, hard copy, or eBid)
What You'll Bring
- Proven leadership skills, with the ability to manage, coach, and mentor a proposal team and provide guidance across multiple regions
- Strong writing and editing skills, with the ability to develop, rewrite, and tailor proposal content and project descriptions to owner requirements
- Ability to interpret RFPs, bid documents, and owner requirements and translate them into compliant, well-organized submissions
- Exceptional organizational skills, with the ability to manage multiple proposals, bid calendars, and deadlines simultaneously
- High attention to detail and accuracy in building compliance matrices and verifying required forms, certifications, and attachments prior to submission
- Ability to build and sustain strong working relationships with operations, estimating, project management, and field leadership
- Working knowledge of electrical utility construction (transmission, distribution, substation, and related infrastructure) preferred
- Familiarity with contractor prequalification and third-party qualification portals (e.g., ISNetworld, Avetta) and with bonding, insurance, and EMR/safety documentation
- Proficiency with a Client Relationship Management system (Salesforce preferred) and Microsoft Office
- Strong sense of confidentiality, discretion, and professionalism
- Ability to drive continuous improvement and standardize processes across the division
- Flexibility to provide occasional support outside of standard business hours to meet RFP deadlines
- Bachelor's degree from an accredited institution in a related field (e.g., Business, Communications, Marketing, English, or Construction Management)
- 7+ years of proposal, marketing, or related experience, with prior supervisory or team-leadership experience preferred
